Digital Communication Specialist
(Consulting Services-Individual Consultant-International)
REQUEST FOR EXPRESSIONS OF INTEREST
The Government of the Republic of Indonesia and the World Bank have agreed on support for preparing and implementing the One Map program (5-years IBRD financing project) – (the “Project”), and intends to apply part of the proceeds for individual consultant service as Digital Communication Specialist.
Digital Communication Specialist will be hired to develop effective digital communication strategy and plan/roadmap/workplan for internal purposes and particularly for the digital transformation project; develop communication tools/method/platform (video, web, flyer, leaflet, booklet, social media, etc.) to customers, and stakeholder on land information and digital transformation; coordinate external and internal communications flow for internal purposes and particularly for the digital transformation project; identify and analyze project communication related problems; provide advice on other related communication aspects; coordinate with ATR/BPN Team, land offices and relevant stakeholder to ensure the smoothness of the project implementation and communication; and provide capacity building to relevant ATR/BPN’s staffs on communication aspect (with Pre-Assessment and Post Assessment Method). The assignment is expected to start in July 2020, with possible renewable or extension subject to the needs and evaluation scheduled in the end of contract.
The Consultant shall have the following minimum qualifications and experience:
a) Holding a bachelor degree or equivalent in the area of digital communication, journalism, business, computer science, design, or similar relevant fields;
b) Previous working experience as digital communications specialist for 3-5 years;
c) Excellent portfolio with proven track record of successful project digital communication management examples;
d) Fluency in design platforms and programs, including but not limited to Photoshop, CorelDRAW, Adobe Illustrator, Adobe in Design, and Adobe Dreamweaver;
e) Possessing communication, interpersonal, presentation, Social Media, IT, Design, Photo and video-editing skills;
f) Experience in web design and content production is a big plus;
g) Having experience in working with Government Agencies and other Private and Non-Profit Institutions is an asset.
PMO of Program to Accelerate Agrarian Reform (One Map Project) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. Consultant may associate to enhance their qualifications. The consultant team will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultant by World Bank Borrowers (current edition).
