REQUEST FOR EXPRESSIONS OF INTEREST
The Government of the Republic of Indonesia has received loan from the World Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Project) which a part of the program focuses upon the Digital Transformation and intends to apply part of the proceeds for individual consultant service as Financial Specialist.
Financial Specialist will be hired to identifying and analyse financials related to QW and PPP scheme for digital transformation project, including the recommended analysis results and roadmap/strategy; provide advice on the best financial scheme for the digital transformation project; assess the total cost of project (QW and PPP); identify and analyse financial related problem in the project; provide advice on other related financial aspect of the project; coordinate with PMO Team and ATR/BPN Team for the success of the project; and provide capacity building to relevant ATR/BPN’s staffs on project financial aspect. The assignment is expected to start in July 2020, with possible renewable or extension subject to the needs and evaluation scheduled in the end of the contract.
The Consultant shall have the following minimum qualifications and experience:
a) Holding a bachelor degree in finance/business administration with 5-year working experiences (postgraduate or other advanced university degree in the area of Finance/Business Administration is more preferable);
b) Possessing experience in working on a technology related project is an asset;
c) Having a profound understanding of PPP scheme;
d) Understanding the land management issues is an asset;
e) Having experience in working with Government Agencies and other Private and Non-Profit Institutions; and
f) Having a good English command.
PMO of Program to Accelerate Agrarian Reform (One Map Project) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. Consultant may associate to enhance their qualifications. The consultant team will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultant by World Bank Borrowers (current edition).
