REQUEST FOR EXPRESSIONS OF INTEREST

The Government of the Republic of Indonesia has received loan from the World Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Project) which a part of the program focuses upon the Digital Transformation and intends to apply part of the proceeds for individual consultant service as Information and Technology Specialist.

Information and Technology Specialist will be hired to identify the needs of technology intervention and development at the national, provincial and local level (land offices), including the recommended analysis results and roadmap/strategy; develop the necessary application, technology and system to support the Digital Transformation project; develop a system that will be used by PMO; identify and analyse technology related problem in the project; improve quality of technology to comply with the standard/outcome expected, including but not limited to these following aspects: speed, accuracy, efficiency, security protocol, etc; coordinate with PMO Team and ATR/BPN Team for the success of the project; and provide advice on other related technology and system development aspect of the project. The assignment is expected to start in July 2020, with possible renewable or extension subject to the needs and evaluation scheduled in the end of the contract.

The Consultant shall have the following minimum qualifications and experience:

a)       Holding a bachelor degree in IT/System Development (postgraduate or other advanced university degree in the area of Information and Technology Development/System Development is more preferable);

b)      Having experience in developing land service system (e-lodgement, e-office, e-procurement, application development, etc.);

c)       Having good knowledge in digitalisation related matters, including but not limited to blockchain, IT security, digitalisation, Big Data, Data Centre, Hardware/Software development)

d)      Having excellent understanding in the land administration and service workflow is an asset;

e)       Having experience in working with Government Agencies and other Private and Non-Profit Institutions.

f)        Having a good English command.

PMO of Program to Accelerate Agrarian Reform (One Map Project) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. Consultant may associate to enhance their qualifications.  The consultant team will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultant by World Bank Borrowers (current edition).
