Programme Overview and Role:

Palladium is appointed by the UK Foreign and Commonwealth Office (FCO) to manage the Mentari Programme (a UK-Indonesia Low Carbon Energy Partnership) in Indonesia. Mentari is a four-year programme that started in 2020, and aims to deliver inclusive economic growth and poverty reduction in Indonesia, by supporting the uptake of low carbon energy. Led by the British Embassy Jakarta, MENTARI is implemented by Palladium International Indonesia in consortium with Castlerock Consulting and Hivos. The programme has a specific focus on developing the low carbon energy sector to best support disadvantaged communities, and specifically those in eastern Indonesia. By working closely with the Government of Indonesia and other stakeholders to improve the enabling environment and increase the flow of investments in the clean energy sector, MENTARI will demonstrate the possibilities of low carbon energy for Indonesia's economic development, job creation and social inclusion, while helping to mitigate climate and environmental impacts. The programme has four main strands: 1) Policy, 2) Brokerage, 3) Demonstration Projects and 4) Collaborating and Networking.

We are currently building up a pool of renewable energy experts that have specific expertise with clean energy investment and project development to support the Brokerage Strand with short- and long-term technical assignments, which can include:

Providing technical guidance and strategic advice to renewable energy finance support activities in the programme, also in relation to the other components of the programme.
Support to both the supply as well as the demand side of RE finance market in Indonesia, such as
Match-making between the Mentari Programme, financiers and project developers, but also
Support the Brokerage team in evaluating and selecting projects to be supported under the Programme
Specific support to project developers and clean energy companies with site surveys, pre- and full feasibility studies and/or grid impact studies, and/or contracts/legal documents business model development, etc. to improve bankability and towards project closure
Support to public and private investors regarding marketing and due diligence services, integrating Environment, Social and Governance (ESG) criteria to investments, including GESI (Gender and Social Inclusion).
Support to development of innovative financing vehicles/blended finance/de-risking/guarantees schemes.

Required Qualifications:

Required qualifications include:

Fully knowledgeable in RE business/industry and robust understanding of the complex renewable energy landscape (regulatory, legal, technical, financial, social) in Indonesia.
Experience managing and operating within donor-funded programmes
Well networked in Indonesia, with the capability to seek out project developers, funders (SOEs, development banks, equity firms, philanthropists, donors and multilaterals), government and other stakeholders proactively.
Strong expertise/network in building and managing relationships with high-level stakeholders such as financiers, investors, etc.
Strong technical skills and knowledge around solar PV, hydro, wind, geothermal, and hybrid technologies, including on business models, energy audit, system design, etc.
Strong experience supporting the development of new financing solutions and increasing the utilisation of existing solutions.
Strong experience developing pipelines of RE investment opportunities, identifying and securing sources of funding (public and private), conducting due diligence, and providing marketing services.
Past experience achieving significant increases in private/public investment mobilised in renewable energy 
Expertise in applying Environment, Social and Governance criteria to investments.
Advanced degree in Business, Finance, Economics, Engineering (renewable energy), International Development or related field.
Fluency in English (both written and oral) - advanced in report writing is a prerequisite
Must be located in Indonesia or willing to travel on short notice.
