REQUEST FOR EXPRESSIONS OF INTEREST

The Government of the Republic of Indonesia and the World Bank have agreed on support for preparing and implementing the One Map program (5-years IBRD financing project) – (the “Project”), and intends to apply part of the proceeds for individual consultant service as Land Information System Development Specialist.

LIS Development Specialist will be hired to design/develop system to support digital transformation project; develop a system that will be used by PMO; identify and analyse technical problems of land information system; monitor the progress of the project in compliance with the SLA; provide technical advice on system development to support digital transformation project; oversee the implementation of digital transformation until it is in accordance with the resulting roadmap; coordinate with ATR/BPN Team to ensure the smoothness of the project; provide capacity building to relevant ATR/BPN’s staffs on project planning and management aspect (with Pre-Assessment and Post Assessment Method). The position is extendable based on individual performance. The assignment is expected to start in July 2020, with possible renewable or extension subject to the needs and evaluation scheduled in the end of contract.

The Consultant shall have the following minimum qualifications and experience:

a)         Holding a bachelor degree with extensive experience in LIS development (Advance degree is more preferable);

b)        Having more than 10 years of experiences in the field of land administration development or spatial data infrastructure;

c)         Having experience in Public Private Partnership (PPP) is preferable;

d)        Having excellent understanding in the land management issues in developing country, those who have worked on and understood the Indonesian land administration are more preferable;

e)         Having experience in working with Government Agencies and other Private and Non-Profit Institutions.

PMO of Program to Accelerate Agrarian Reform (One Map Project) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. Consultant may associate to enhance their qualifications.  The consultant team will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultant by World Bank Borrowers (current edition).
