The objective of this consultancy service is to assist the Ministry of Cooperative and Small and Medium enterprises (SMEs) in policy formulation to support cooperatives that survive the impact of COVID-19 pandemic. This will be done through: i) collecting information on the conditions of saving and loan cooperatives in select locations; ii) analysis of cooperative’s business plans and management practices during the pandemic; iii) analysis of the existing support provided by the Ministry of Cooperative and local Department of Cooperatives; and iv) providing policy recommendation to support the survival and recovery of saving and loan cooperatives.

Devtech is implementing USAID funded Economic Growth Support Activity (EGSA) in Indonesia. EGSA enables i) evidence-based decision making through ongoing analysis linking the Indo-Pacific Strategy (IPS), Journey to Self-Reliance (J2SR), and Government of Indonesia (GOI) priorities and potential USAID/Indonesia assistance under USAID/Indonesia’s next Country Development Cooperation Strategy (CDCS); (ii) increases and improves GOI technical capacity in tax collection, public expenditure, and financial accountability; and (iii) improves business enabling environment for foreign and domestic business entities. 

EGSA is seeking qualified short terms technical assistance (STTA) expert in cooperative financing to develop policy recommendation on government support/stimulus to support the survival and recovery of cooperatives affected by the pandemic, in particular, the saving and loan cooperatives.


The Consultant will work closely with the EGSA and Ministry of Cooperative and SME teams and will undertake the following tasks:

·       Develop research framework to assess the cooperative’s financial and management status

·       Collect data through both primary research and interviews with stakeholders at Central, Provincial, and District government level (potential location of observation: Kabupaten Bulukumba and Kabupaten Pacitan)

·       Conduct an analysis of the cooperative’s financial and management status and assess the impact of the pandemic to cooperative operation and finance.

·       Review cooperative’s business plan and identify determining factors to cooperative’s survival and failure;

·       Consult with stakeholders at all levels including beneficiary groups

·       Develop policy recommendations as inputs to the Ministry of Cooperative and SME

·       Conduct a workshop and present the research and recommendations to the Ministry of Cooperatives and SMEs and USAID (if needed)


·         Inception report that includes research design, questionnaires, data analysis method, and proposed data gathering method.

·         The interim report consists of progress on data collection, analysis, and preliminary findings

·         Report on workshop implementation, including the presentation to the counterparts

·         Final report on the research and policy recommendations in both English and Bahasa Indonesia


·       Extensive experience in research on cooperative finance and management

·       Experienced in the development of quantitative analytical tools and analysis

·       Excellent writing and communications as evidenced by prior writings

·       Proficiency in Indonesian and English


·       An advanced degree from nationally/internationally recognized university in economics, finance, public policy, or other related fields.

·       At least 10 years of experience and research on cooperative finance and management

·       Prior work experience with the Ministry of Cooperative and SME or sub-national government’s Department of Cooperative in a similar capacity is preferred.

·       Excellent communications and presentation skills 

·       Fluency in English and Bahasa Indonesia, both written and oral 


The expert is expected to commence services maximum of 40 days (including travel to Bulukumba and Pacitan) between August 1 – October 30, 2020.
