Background

Strategic Partnership Green and Inclusive Energy is a partnership that aimed to enable local CSOs to implement effective lobbying and advocacy strategies, and to act successfully as critical and knowledgeable voices in debates on energy policies and practice, as well as to advocate for green/inclusive energy systems based on women and men’s energy needs. This initiative is supported by the Ministry of Foreign Affairs of the Netherlands, started since the end of 2016 and will be running for 5 (five) years. In Indonesia, Strategic Partnership Green and Inclusive Energy engages 3 (three) local Civil Society Organizations, namely: Institute for Essential Services Reform (IESR), Koalisi Perempuan Indonesia (KPI), and Yayasan Lembaga Konsumen Indonesia (YLKI).

Strategic Partnership Green and Inclusive Energy in Indonesia uses theory of change (ToC) that is built by all the organizations involved, and regularly visited and evaluated, two times every year. Aside that, each of organizations capacity was evaluated using 5C assessment methodology, that shows the capacity of each organizations, as required, to see the impact of the program to the capacity of each organizations related to green and inclusive energy.

After four years of implementation, Strategic Partnership Green and Inclusive Energy finally comes to its end. At its end, we would like to evaluate and see how far the program went, using the outcome harvesting, challenges, opportunities, and what would be the lessons from this program that could contribute to all organizations to improve their energy works in the long-run. To the extent possible, it is expected that the review could identify the sustainability of Strategic Partnership Green and Inclusive Energy in the long-run. 

Having said that, Strategic Partnership Green and Inclusive Energy will require a (team of) facilitator(s), to facilitate the process and analyze the result, as inputs on energy work that will be carried out in the long-run by each organization

Deliverables

The required deliverables from the Consultant are:

1.  To facilitate the project review of Strategic Partnership Green and Inclusive Energy;

2.  To implement the evaluation based on agreed methodology and processes (including desk review and KIIs);

3.  The Inception Report (incl. design/method & evaluation questions), Evaluation Report based on the conduct of project review process and analysis with recommendations;

4.  All documents must be produced in bilingual.

Requirements :

The Candidate is expected to have the followings requirements:

1.   The Candidate can be an individual Consultant or organization;

2.   The Candidate has a strong familiarity with Outcome Harvesting methodology and Theory of Change for monitoring and evaluation;

3.   The Candidate has at the minimum 5 years the experience in group facilitation;

4.   The Candidate speaks Indonesia fluently and be able to write the report in English;

Period of Contract

The period of contract for this work is from July 2020 – October 2020. The workshop itself is estimated to be conducted in the week of, at the latest, 10-14 August 2020. Depends on the dynamics of new normal, options to do the evaluation online, must be considered.
