Background

Hivos is seeking an experienced Project Manager to provide leadership services for an upcoming Hivos’ 2 years project on enhancing poor and marginalised community resilience and solidarity in responding to the impacts of pandemics. The scope of the action specifically covers to 1) support the government at all levels and communities to tackle the public health emergency caused by Covid-19 and 2) support social and economic recovery. This position is based in Jakarta and the project implementation will be in five provinces (West Java, NTB, South Sulawesi, DKI Jakarta and Yogyakarta)

Aim of the job

The Project Manager (PM) primary responsibilities are aimed at providing overall leadership management and general technical direction of the entire project, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the contract. This individual will be expected to identify issues and risks related to project implementation in a timely manner, and suggest appropriate project adjustments. This individual shall act as the key liaison between the Donor and all other counterparts and five implementing partners involved with the project. In implementing the project s/he deliver project results through the successful management of the Hivos project cycle; mobilises and secures resources; acts as a dynamic and inspiring team leader; leads staff, i.e. project and financial officers; and directs the delivery of project’s results in the project implementation

 Roles and responsibilities

1.       Serves as the main point of contact for the contract with Donor and government representatives by providing leadership and technical guidance to all stakeholders involved.

2.       Leads and oversees the operations of the contract to achieve successful implementation of activities.

3.       Leads and manages a team of staff and local implementing partners to meet project milestone.

4.       Provides technical leadership and oversight of all initiatives taken under this contract.

5.       Oversees project's overall key performance indicators and ensures compliance with donor and host country regulations.

6.       Manage the portfolio team members’ day-to-day activities, as well as professional development, including periodic performance assessment, and facilitation of capacity development Action Plans to assist staff members reach their full potential.

7.       To forge strong relationships and builds supportive networks with relevant stakeholders (i.e BNPB, MOSA) and managing communication about the project in Indonesia and the relevant work of the project’s stakeholders.

8.       To contribute to Hivos overall organizational and policy development.

Knowledge, experiences and competencies

Level: Senior Only

1.       A minimum of Master’s Degree or S2 in social sciences, development studies, or other related field, or 7 years of relevant professional experience in lieu of Master’s Degree;

2.       A minimum of ten (10) years or more of progressively responsible international and/or domestic work experience implementing multi-sector development programs with demonstrated strong management and coordinating skills;

3.       At least five (5) years of management experience, including direct supervision of professional and support staff and assembling teams working on multi-faceted international development programs;

4.       A minimum of five (5) years of experience in emergency, relief, recovery and/or working with marginalized groups;

5.       Demonstrated experience in developing and managing engagement with multi-stakeholders and at different levels;

6.       A familiarity with and commitment to addressing gender equality in project sectors as demonstrated by at least two years of senior-level experience working on projects that addressed gender-related constraints;

7.       Demonstrated excellent communications and writing abilities and superior interpersonal and cross-cultural communication skills;

8.       Extensive knowledge of grant administrative and procurement practices (especially with EU);

8.Familiarity with the socio-economic landscape of Indonesia is preferred;

9.       Fluent in English and Indonesia;
