Background

ACTION program aimed to increase the participation of CSOs in preventing, addressing and mitigating risks and vulnerabilities associated with the Covid-19 crisis. With specific objective is to enhance poor and marginalized community resilience and solidarity in responding to the impacts of pandemics. The scope of the action specifically covers to 1) support the government at all levels and communities to tackle the public health emergency caused by Covid-19 and 2) support social and economic recovery. This position is based in Jakarta and the project implementation will be in five provinces (West Java, NTB, South Sulawesi, DKI Jakarta and Yogyakarta)

Aim of the job

The Project Officer is assisting the project implementation and management of Hivos project, especially for the ACTION project: enhancing marginalised community resilience and solidarity in responding to the impacts of pandemics.

Roles and responsibilities

Project Management Support

1.     Managing the partnership with project partners and related stakeholders: CSOs, local governments, local and community leaders.

2.     Assisting the Project Manager and/or Coordinator/Program Development Manager in project implementation
 

B. Monitoring, Evaluation and Learning

1.   In collaboration with the Project Manager, actively involved in the monitoring and evaluation of the project

2.   Regularly reporting:

•       Ensure the reporting schedule submission as timely manner

•       Compile and track the performance indicators from the local partners

•       Collect and ensure the means of verification in accordance with the measurement framework

3.   In collaboration with the Project Manager, support implementation of the project performance review and the research study (desk review, baseline, midline, endline)

4.   Provide support to the M& E specialist in collecting and documenting the story of change from the local organization

 

C. Project Administration

1.     Assisting the preparation of all necessary documents and administrative handlings for new outgoing contractual commitments for partner organizations and consultants according to existing procedures (organization assessments, project summary and organization descriptions, entrance of data in project administration, contract letter and cover letter to partners).

2.     Organizing workshops, meetings, trainings, and the design and printing of publications as necessary.

3.     Processing of annual progress reports and informing partners on the outcome.

4.     Monitoring the timeliness of report submission from partners.

 

Knowledge, experiences and competencies

 

1.   Excellent knowledge of development issues with emphasis on capacity strengthening, emergency assistance and recovery, gender and vulnerable groups issue

2.   Good understanding of and strong affinity with civil society, in particular with non-governmental organizations

3.   Strong organizational, administrative and communication skills, particularly proficiency of writing in English.

4.   A good team worker.

5.   Prior experience in grant making will be regarded as an asset.

6.   IT literate.

7.   Minimum 2 years working experience in Civil Society Organizations or familiar with development works
