International Land Tenure Expert

REQUEST FOR EXPRESSIONS OF INTEREST

The Government of the Republic of Indonesia has received loan from the World Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Project) and intends to apply part of the proceeds for individual consultant service as International Land Tenure Expert.
International Land Tenure Expert will be hired to undertake review on land tenure/rights system in Indonesia; undertake comparative/benchmarking review between land registration system in Indonesia and those adopted/implemented in other comparable matured and more developed jurisdictions; provide recommendations for improvements to the Indonesian land tenure system and land registration system; prepare roadmap for the transformation and improvement implementation for the Indonesian land registration system; provide input to the National Land Tenure Expert in supporting the handling of land tenure and registration issues as tasked by DJHHK. The assignment is expected to start in August 2020.
The Consultant shall have the following minimum qualifications and experiences:
a) Master Degree degree (Ph.D. or other equivalent doctorate degree will be preferred) in land administration, law, forestry, anthropology, public policy or public administration;
b) Minimum 10 years experience working in the development projects in land administration / tenure areas, including those in jurisdiction outside Indonesia;
c) Strong analytical and technical knowledge on land administration, land registration and land tenure management;
d) Have basic knowledge and experience relating to the Indonesian land and agrarian affairs;
e) Experience in working with Government agencies, rural community and NGOs and experience in working for Government-funded project or World Bank/other multilateral agencies – funded projects;
f) Excellent command in spoken and written English;
g) Mature, sound judgment and solid analytical skill, good inter-personal skill and articulative; and
h) Willing to work long hours and travel to project sites and able to work independently under minimum supervision.
PMU of Program to Accelerate Agrarian Reform (One Map Project) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. The consultant team will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
