UCLG ASPAC's VACANCY: Consultancy Basis_Member Services Assistant

The United Cities and Local Governments (UCLG) is a worldwide association of local governments and the officially recognised voice of local governments by the United Nations. UCLG was established on 1 January 2004 and is headquartered in Barcelona, Spain. UCLG is an amalgamation of International Union of Local Authorities (IULA), United Towns Organisation (UTO), and World Association of the Major Metropolises (METROPOLIS) set up in Ghent (Belgium) in 1913, in Aix-les-Bains (France) in 1957 and in Paris (France) in 1985, respectively.  

Following this unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the new entity of IULA ASPAC. UCLG ASPAC’s Secretariat is hosted by Provincial Government of Jakarta. UCLG ASPAC is the largest regional section of UCLG. It has linkages to more than 7,000 cities and local governments and represents well over 3.76 billion people - more than half of the world population - and incorporates economically fast developing countries such as China, India, and Indonesia.
                                                          
UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities, local governments and their associations, and facilitates programmes, network and partnerships to develop the capacity of local governments and the associations. Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies which safeguard equality, social and economic justice, and sustainable community development.

In the wider context, UCLG ASPAC works closely with cities and partner organisations, to promote various aspects of people’s well-being including on: local economic development, public space, disaster risk reduction, climate change, gender equality, SDGs localisation and overall urban development. Furthermore, UCLG ASPAC serves as official secretariat or focal point of regional mechanisms such as the ASEAN Mayors Forum (AMF), the Asia-Pacific Local Governments (APLG), and the Global Covenant of Mayors for Climate & Energy for Southeast Asia (GCoM SEA).

Following the expansion of its Secretariat and to support the increased cooperation of cities and local governments, UCLG ASPAC is inviting professional and dynamic people to fill in the newly created and opened positions. UCLG ASPAC is recruiting a Member Services Assistant to work under the Division of Communications and Member Services. The Assistant will provide an overall support the work of Member Services Coordinator to ensure efficient, effective and timely communications and coordination with members and partners including in the preparation of the 8th UCLG ASPAC Congress in Zhengzhou, China, in April 2021.
 
Key Duties:

1.      To provide overall administrative and organisational support to the MS Coordinator, including the coordination and communication with members and partners, statutory meetings, on-/off-line surveys, seminars, workshops and missions; 

2.      To assist in the development and maintenance of the Member Services’ contact database and ad hoc reports;

3.      To assisting in conducting research, compiling information and data analysis to support the development of UCLG ASPAC’s Organisation Profile and Members’ Needs Assessment;

4.      To liaise with staffs in other Divisions on matters or activities related to the Member Services matters;

5.      To provide support to the drafting of reports related UCLG ASPAC activities including meeting documents, seminars, workshops or conferences attended (where applicable);

 Qualifications:

v  Education:

-          have an educational background in the fields of political science, public administration, development, international relations, and/or other related areas.

-          University degree in  political science, development, public administration, international relations, and/or other related areas.

Experience:

-          Minimum 3 (three) years of professional experience working in communications position, development field, marketing, or similar role;

-          Experience in relationship-building with strong cross-cultural sensitivity and ability to interact with UCLG ASPAC members (local and regional governments) and partners from diverse backgrounds;

-          Experience in working with local governments, international organizations and the private sector, particularly in fostering multi-stakeholder partnership and collaboration;

-          Ability to prioritise and execute complex assignments, well-organized, and can work independently and deliver high-quality work on tight deadlines;

-          Ability to communicate clearly and effectively (oral and written).

v  Language:

-          Fluency in written and spoken English and Bahasa Indonesia.

 

v  Computer skills:

-          Proficiency in information and database management, MS Office, website management, social media management.

v  Other skills and competency:

-          Familiarity with contact database, report writing and openness to expanding skills in this area;

-          Service-minded and ability to swiftly respond to members’ requests for support in an effectively manner;

-          Ability to facilitate information flows among various divisions in a large organization;

-          Ability to manage multiple tasks and deliver outputs within specified/short time frames;

-          Strong analytical, communications, and interpersonal skills;

-          Detail and result-oriented, proactive, attention to high-quality outcomes;

-          Ability to understand and effectively use information and data;

-          Ability to work in a team and as an individual.

Supporting Team

S/he will be directly supervised by the Member Services Coordinator and indirectly by Secretary-General of UCLG ASPAC
