TECHNICAL ENGINEER CONSULTANT TO CONSTRUCT NEW CLASSROOM BUILDING FOR ECCD
1. Introduction
According to The National Disaster Management Agency’s data per 14 August 2018, there were 458 deaths, 1.406 people injured, 417.529 people displaced and around 71.740 houses severely damaged following the 7.0 magnitude earthquake across 6 affected districts in West Nusa Tenggara Province on 5 August 2018. Apart from number of toll death, government regular services stopped as the impact of the earthquake. It was reported that 6 bridges damaged and around 671 schools severely damaged. The Education Department has released a letter to dismiss the school until undetermined time limit since 30 July 2018 as the impact of the first 6.4 earthquake. As this second earthquake gave impact on the length of the undetermined time for teaching and learning process.
Assessment results confirmed that the North Lombok area was most severely affected by the earthquake because it was close to the epicenter. Damage to houses and buildings were widespread. Houses in North Lombok and East Lombok regencies, that were previously only slightly damaged when the 6.4 RS earthquake hit on 29 July, suffered more serious structural damage and, in a number of cases, collapsed following this latest quake.
To date, situation has transitioned into recovery/development phase. Construction and rehabilitation are still on going in North Lombok with support from local and central governments. Although it is a transition period, in education context especially in ECCD sector, this should be one of primary work focus for affected children. Unfortunately, although ECCD sector is considered as a responsibility of village governments, but not all village governments could allocate their resources through village fund to support ECCD due to their working priorities facing disasters. With Save The Children Germany’s support, Save The Children Indonesia could continue to improve access to safe learning environments for girls and boys, as well as to improve the capacity of teachers and managers also key stakeholders in North Lombok District. Targeted schools will also be provided with improved indoor and outdoor play learning materials, to replace anything damaged during the earthquake.
During proposal development process, Covid-19 outbreak has spread out across Indonesia. Data per 12 May 2020, total 14.749 people confirm positive infected corona virus, with 1.007 death, where 339 infected people come from Nusa Tenggara Barat (West Nusa Tenggara) Province. Furthermore, data on 6 May 2020 has shown that 11 people confirmed positive infected are children (0 – 11 years old), while in North Lombok District itself confirmed 17 people positive infected corona virus (https://corona.ntbprov.go.id/publikasi).
In responding COVID 19 several policies that have been issued by Indonesia government at National, Provincial and District levels to prevent the spread out of COVID 19 virus.
Impacts to Children’s Ability to Access Education
Prior to the earthquake, approximately 14,989 young children were attending school through Early Childhood Care and Development (ECCD) centers and 24,197 children were enrolled in primary schools. As a result of the earthquakes, 264 ECCD centers in NTB were damaged[1], causing discontinued learning for children, that put them at risk of dropping out given that research shows the longer children spend out of school the less likely they are to return. This data is in line with the data from the MoEC that showed a decrease in the gross participatory number of ECCD/PAUD in Lombok Utara District, where in 2017 (before the earthquake) was 55.09%, but after the earthquake in August 2018 it decreased to 20.76%, and 21.32% in the rest of 2018.
Following the Circular Letter from NTB Governor and Head District of North Lombok, all schools in NTB Province were closed and children do learning from home. However, not all children can continue learning from home, due to some challenges to conduct learning activities at home such as lack of resources to support the learning process, lack of parents capacity to support children learning at home, lack of teachers capacity to support their students learning with parents at home, etc
2. Objective
in general, hiring technical engineer consultant aims to support Save the Children program, ECCD in Emergency project in the process of constructing ECCD buildings that will be used for teaching and learning process in10 PAUDs assisted by Save the Children.
3. Role Purpose :
Providing technical advice and ensuring the construction of 10 ECCDs in accordance with safety standards and construction specifications and following standard construction policy and benchmark
Provide all construction documents consists of: Detailed Engineering Design (DED), Bill of Quantity (BoQ) for 10 ECCD center relating to all construction processes implemented in the project and preparing tender documents
Facilitating the aanwizing process for the contractors
Review the tender documents provided by the contractors and ensure that the documents are complete according to the requirements
Together with the tender committee determine the winning contractor based on a fair bidding process
Coordinate with Save the Children to prepare contract documents
Oversees the construction process and ensures that all technical specifications and construction safety standards comply with the National Standards / SNI for construction
Review progress report documents by ensuring consistency with actual observations in terms of labor, physical progress and budget expenditures.
Based on the assessment of the progress of physical labor, provide approval for payment to the contractor
Provide technical recommendations needed in the construction project process in coordination with NTB Field Manager.
