UCLG ASPAC : Note Taker for Localise SDGs Event in Indonesia


United Cities and Local Governments Asia Pacific (UCLG ASPAC) is the largest regional section of UCLG, an amalgamation of International Union of Local Authorities (IULA), United Towns Organization (UTO), and World Association of the Major Metropolises (METROPOLIS). UCLG was established on 1 January 2004 and is headquartered in Barcelona, Spain. Following this unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the new entity of IULA ASPAC.

UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities, local governments and their associations, and facilitates programmes, network and partnerships to develop the capacity of local governments and the associations. Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies which safeguard equality, social and economic justice, and sustainable community development. UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development comprising local economic development, climate change, disaster resiliency, culture, strategic planning, decentralization, municipal finance, gender equality, women leadership and empowerment and good governance.

LOCALISE SDGs Project, financially supported by the European Union and implemented by UCLG ASPAC in cooperation with APEKSI, aims to empower Local Authorities (LAs) and Associations of Local Authorities (ALAs) in Indonesia for enhanced governance and more effective development policies and to promote inclusive and sustainable local development through SDGs attainment. LOCALISE SDGs target 30 LAs (16 provinces and 14 municipalities) and 5 ALAs[1] (APEKSI, APKASI, APPSI, ADEKSI, and ADKASI). The coronavirus disease (COVID-19) pandemic has shifted the focus of target LAs to respond to, recover and prevent against the pandemic. From July to December 2020, LOCALISE SDGs will focused its activities to increase awareness of the 30 LAs and 5 ALAs on financing SDGs under a New Normal: challenges and response to COVID-19 pandemic and strengthen their capacity in handling COVID-19 and its impacts and “building back better” through dissemination of best practices and Information, Education & Communication (IEC) materials and knowledge-sharing activities.

One of the materials to be developed is proceeding as part of project documentation and thus the project requires note takers to make sure that best practices disseminated through various types of knowledge sharing events are well-documented in Bahasa Indonesia and available to be further analysed, synthesised, and shared by LOCALISE SDGs Team.

Scope of Work/Key Duties

The note takers consultants will perform the following duties:

·       Review the proposed assignments

·       Prepare the proceedings in writing following the agreed templates

·       Responsible in acquiring the record and transcribe the recordings

·       Organise and edit the documents properly

·       Incorporate the feedback from LOCALISE SDGs

·       Submit the proceeding to the LOCALISE SDGs Team with maximum 2 times of revision.


Demonstrate good writing, listening, and communications skills       

Have basic IT skills and familiar in using online video conference service.


The proceeding must be properly written in Bahasa Indonesia and follow the agreed templates from the LOCALISE SDGs team. The proceeding must be completed within 3 days after the dates of the event.
