Information Technology Consultant-Redesigning of the Content Management System (CMS) of the SILK Website
The SILK (Sistem Informasi Legalitas Kayu - Timber Legality Information System) Website is an integral part of SVLK (Sistem Verifikasi Legalitas Kayu - Timber Legality Verification System) implementation by the Ministry of Environment and Forestry (MoEF). The SILK Website was developed in 2013. The first version of the SILK Website was used to issue Export Declaration as the Processing Document. Over the years, the website has been upgraded following regulatory changes, and the current SILK website also serves as an Export and Import Information Center, V-Legal Document Issuance, Import Declarations Issuance, and much more that can be accessed at https://silk.menlhk.go.id.
Redesign CMS of the SILK website is aimed to enhance system performance, user interface (UI), user experience (UX), security, and make it more adaptive with mobile platform environment that provide more informative and interesting portal for User (i.e. Importer, Exporter, Other Ministries and Public Users), allowing information published by the MoEF to be easily and fast retrieved by users.
The proposed upgrade to the front page of SILK Website will enable users to retrieve following information:
Ø Export Recap by Countries, Years, Regions, HS etc.
Ø News published by MoEF
Ø Announcement of VLK Performance Assessment
Ø List of Exporter and Importer, Verification Body, Certificate Holder etc.
In the back end of SILK website may have following features:
Ø Dashboard report of main information
Ø Pivot function
Ø Export features to specified file documents (e.g. csv, xls, pdf)

Expected Outputs: Ø Review on current technology and propose new technology. Ø A workplan and workflow in agreement with MoEF (LIU Division) Ø Design requirements/discussions and wireframe/mock-ups of the new design before launching. Ø Translated business requirements into technical tasks and develop system documentation (diagrams, artefacts, user manuals, etc). Ø Developed the latest SDLC methodologies. Required Competencies |

The candidate will have the following minimum qualifications and experience: 1. University degree in Informatics Technology, Computer Science, or other related fields; 2. A minimum of 3 years of relevant work experience developing mobile and or website; 3. Deep knowledge and skill in programming techniques, technologies and frameworks (PHP, MySQL, Java, Jquery, and relevant technologies for information system development); 4. Deep knowledge and skill in User Experience and User Interface design (mobile and web); 5. Understanding of content management systems development concept; 6. Demonstrable ability to implement solutions to complex problems in the frontend and backend; 7. Familiarity with defensive and secure programming techniques; 8. Working knowledge of software development best practices including version and release management, continuous test, integration and delivery. 9. Effective trust building, professional integrity 10. Fluent in Bahasa Indonesia.
The recruitment or selection process will be consistent with the FAO standards and criteria for recruiting a Short Term General Service personnel. The FAO will establish an evaluation team (3) who will advertise the terms of reference, receive all submissions of candidacy and shortlist appropriate candidates. The short list will be based on the selection criteria or expected profile outlined in these ToR. |
