The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

The project ‘"Emissions reduction in cities through improved waste management (DKTI)" has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) with an implementation period until July 2023. This project would respond to the problem faced by Indonesia concerning waste management and tackling greenhouse gas emission. With its large population (around 270 million people), Indonesia is one of largest emitters of greenhouse gas in the world, with unmanaged waste contributes for over 6% of total GHG emissions. In the world, Indonesia ranks 6th in terms of GHG emission from waste. The main reasons are the dumping of untreated organic waste in landfills, open burning of waste, poor segregation and recycling rates.

The project aims to support the implementation of suitable waste management systems by improving required conditions in the national and municipal levels. Thus, the project works with 3 outputs working in municipalities/cities level and national level. The outputs represent improvement of technical know-how in value chain of waste management, improvement of waste and greenhouse gas (GHG) emission data, and enabling financing of improved waste management.

To support this project, GIZ is currently recruiting one (1) Indonesian candidate for the following position:

Advisor on Cities Coordination and Communication

Responsibilities

The advisor is responsible to:

perform as the focal point coordination for output related to the development of planning tools to improve the value chain in waste management

ensure the synergy and coordination process among related actors in national and subnational level related to waste management and low carbon development initiative

coordinate capacity development measures for stakeholders (national and subnational level, informal sector, and private sector) on integrated, climate-friendly waste management solutions

provide advisory on developing digital exchanges, e-learning platform, and dialogue platform among relevant actors on waste management and low carbon development initiative

provide advisory on communication structures between the relevant institutions at national, provincial, city and municipal level

provide backstopping on developing toolbox on climate-friendly waste management solutions

maintain of a good flow of communication and information between all involved institutions, counterparts and GIZ

provide innovation, knowledge management and communication of innovation to partners and important stakeholders and conduct coordination with GIZ communication/knowledge management officer at Country Office Indonesia

Tasks

1.      Professional advisory services

lead the implementation of capacity development measures, provision of training and skill development for public, private and informal stakeholders

prepare, organize, and facilitate trainings, seminars and other events including event organisation, programme development, input preparation and participant selection and outreach, among others

participates in identifying needs for external support and advice, works on policy recommendations and develops a strategic approach

advises partner institution(s) on identifying needs, developing concepts and strategies, and provides technical input related with waste management and related issues

formulates terms of reference, select and supervision of external support (consultants) assignments to act as trainers/experts for selected research studies, workshop and/or training events

support advisors in cities in their efforts to strengthening capacity of public, private and informal stakeholders

monitors the development and implementation of plans and activities in close consultation with counterparts

deal with the design, preparation and implementation of workshops, seminars and other events on issues related to the activities within the working areas under his/her responsibilities

monitors project progress and the activities of components, reviews reports and documents on the progress of joint programmes, identifies bottlenecks and recommends alternative management options to the manager

support project management including providing inputs to annual operational planning in close consultation with project partners and/or implementing agencies

2.      Networking and cooperation

ensures cooperation, regular contact and dialogue with partners, relevant organisations, non-governmental agencies and individuals in the project and with other projects to improve and maintain good working relationships

communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project

communicates regularly with other GIZ projects on specified topic(s) related with communication, digitalization, waste management and climate measures

3.      Knowledge management

compiles information related with communication, digitalization, waste management and climate measures and ensures knowledge transfers

develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures

draws up reports and presentation documents related with working areas under his/her responsibilities

formulates appropriate input for project reports

4.      Coordination tasks

assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation

coordinates relevant project activities at local level in consultation with the superior and in cooperation with the partners, both as regards implementation and preparing organisational aspects

compiles the relevant information for joint activities and assignments

uses GIZ’s Capacity Works to manage the projects

5.      Other duties/additional tasks

performs other duties and tasks at the request of the superior

shares proactively information about the project with other relevant projects and seeks synergies across activities

Required qualifications, competences and experience 

Qualifications

Masters/MSc/similar degree education in International Development Studies, Public Policy, Engineering, Environmental Science or other comparable studies

Professional experience

minimum of 5 years professional experience related with public policy, waste management and/or climate policy

professional experience in communication, implementation, and documentation process of policy making in the national and subnational are assets

experience in working with subnational level institutions on waste management and/or climate policy

familiar and proven experience in providing technical assistance to governmental, national and/or sub-national organizations

excellent interpersonal and negotiation skills and ability to liaise and communicate effectively with governments

experience in cooperation with the informal and private sector

networks into both public and private sectors in Indonesia regarding waste management, recycling and climate change issues are assets

experience in international cooperation and/or German cooperation

experience in developing and facilitating capacity development programs, tools and training modules, ideally linked to the waste management and/or climate change topic (mitigation)

Other knowledge, additional competences

very good working knowledge of ICT technologies (related software, phone, fax, email, the internet), computer applications (e.g. MS Office)

excellent in using social media platform (e.g. Twitter, Instagram, YouTube) as communication tool

excellent written and oral knowledge of Bahasa Indonesia and English

working knowledge of German is an asset

willingness to up skill as required by the tasks to be performed –corresponding measures are agreed with management

strong organisational competence with good communication and coordination skills

ability to work in an intercultural environment
