Project Summary: 

USAID CEGAH is a five-year anti-corruption program dedicated to strengthening Indonesia’s community of accountability. The program includes components on strengthening the rule of law; accountability and anti-corruption; public service integrity; access to information; and strengthening civil society. Currently in its fourth year, the project is implemented by MSI.

Background: 

USAID CEGAH is currently preparing its 2020 Annual Report, which is due for submission at the end of October 2020. The annual report is aimed to update USAID and its GOI counterparts on USAID CEGAH’s key achievements and programming best practices during FY 2020. To paint a more vivid picture on USAID CEGAH’s program implementation, USAID CEGAH often uses visual graphics and photos in its project’s communication product, including Annual Reports.


However, due to the COVID-19 pandemic, it is near impossible to capture action-oriented photos that meet USAID’s standard photo requirements because nearly all of USAID CEGAH’s activities within the past several months were conducted via online platforms, which does not produce engaging photos or is able to accurately show the work the project does. To compensate for the lack of appropriate photos that can be used in the upcoming annual report, which showcases the project’s work over the past year, USAID CEGAH will hire a digital illustrator to help with the visual graphics in the report and digitally illustrate some of the project’s complex concepts and programming.

Position Summary:

This position will be held by an experienced digital illustrator. The consultant will work to visualize and illustrate USAID CEGAH’s programming for the upcoming annual report. This work requires coordination with USAID CEGAH’s communication team and the proper technical teams to implement the deliverables as detailed in this ToR. The consultant will also have to adhere to USAID’s branding and marking guide in the illustrations being developed.

Objective:

In coordination with the USAID CEGAH communications team, the consultant will develop a variety illustrations of the project’s programming for the annual report.

Scope of Work:

One day:

Meet with the USAID CEGAH communications team to discuss about the concepts to be illustrated for the annual report;

Discuss the various project results and achievements for the past year and identify possible ways to digitally represent the said results and achievements;

Be informed on the relevant USAID branding and marking style; and

Agree on a timeline of work.

Twelve days:

o   Create initial drafts of illustrations; and


o   During the time period, send initial drafts to the USAID CEGAH communications team, or the technical team, as needed, for review according to the agreed timeline.


Seven days:

o   Revise draft of illustrations based on the input from USAID CEGAH communications team, and the technical teams, as needed;


o   Finalize illustrations; and


o   Transfer final versions of illustrations to the USAID CEGAH communications team.

Deliverables:

12-15 digital illustrations to be used in the USAID CEGAH annual report to include, but not necessarily limited to, the following themes:


COVID-19 feature on LAPOR! and SIPP

Performance audit trainings

ICW monitoring of public procurement and bansos

KemenPAN-RB integrity guidelines

PerMA on sentencing guidelines and dissemination efforts

Anti-corruption trainings for pesantren

LAPOR! Goes to Campus

Results related to Direktori Putusan

Audit guidelines to assess ABMS in district courts

Legal Information Generator Application (LIGA)

LAPOR! trainings

BOS Fund program

Other project results and achievements that may be identified.

 

General Provisions and Limitations:


The illustrations produced must adhere to relevant the USAID branding and marking style

The consultant would perform two revisions in accordance to USAID CEGAH’s initial and final review process.

The consultant will give regular updates to USAID CEGAH during the development progress;

All final products will be the property of USAID CEGAH and should not be used for other purposes without prior agreement from USAID CEGAH;

All final decisions related to this project will be made by USAID CEGAH; and

Any communication with USAID is the authority of the Chief of Party (COP) and MSI/Head Quarter (HQ) responsible and authorized personnel.


Qualifications:


1.      Professional experience in graphic design with a minimum of two years experience;


2.      Advanced skills in the use of graphic design software;


3.      Demonstrated experience in creating illustrations from complex concepts;


4.      Familiarity with USAID branding is desirable;


5.      Prior experience working with donor projects and government institutions is desirable; and


6.      Ability to work independently with minimal supervision.
