Request for Applications (RFA) Number RFA-0014 ; “Engaging Business Development Services (BDS) to Build Business Capacity of Sanitation Entrepreneurs in West Java DKI Jakarta & Tangerang Region Office (WJDT RO) of USAID IUWASH PLUS - Phase 2"

Dear Potential Grantee,

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight-month initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:


1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and

2. An increase of 500,000 people in urban areas with access to safely managed sanitation.


To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.


Activity Background


Within the framework of Sanitation Marketing, USAID IUWASH PLUS plans to collaborate with Business Development Services (BDS) providers. BDS will strengthen the sanitation market, by strengthening businesses to entrepreneurs, such as masons, building material producers, sanitation business associations, banks and microfinance institutions, so that they are able to do business in this sector in a sustainable and independent manner. BDS will review the assessment document of potential areas for sanitation marketing, increase the capacity of Sanitation Entrepreneurs to run a sanitation business, develop curriculum and training materials for them, and ultimately assist these sanitation entrepreneurs to be sustainable in running their businesses.


Through the LSIC, USAID IUWASH PLUS will collaborate with 1 (one) BDS in WJDT Region for Phase 2 as described above. In Phase-2, the selected BDS provider will focus on Building Business Capacity of Sanitation Entrepreneurs based on assessment results of Phase-1 already completed by IUWASH PLUS. USAID IUWASH PLUS will work with the successful BDS provider who has experience in Building Business Capacity of Sanitation Entrepreneurs.


This RFA serves to support the program entitled "Engaging Business Development Services (BDS) to Build Business Capacity of Sanitation Entrepreneurs in West Java DKI Jakarta & Tangerang Region Office (WJDT RO) of USAID IUWASH PLUS - Phase-2"  aiming to collaborate with Business Development Services (BDS) regionally. BDS will strengthen the sanitation market, by strengthening businesses and entrepreneurs, such as masons, building material producers, sanitation business associations, banks and microfinance institutions so that they are able to do business in this sector in a sustainable and independent manner. BDS will conduct an assessment of potential areas for sanitation marketing, identify sanitation entrepreneurs and increase the capacity they need to run a sanitation business, develop curriculum and training materials for them, and ultimately assist these sanitation entrepreneurs to be sustainable in running their businesses.
