JOB DESCRIPTION AND QUALIFICATIONS

Job Title                     : Assistant Director for Operations - Preparedness and Response

Supervising               : Preparedness and Response Officers

Broad Statement of Function

Carry out activities pertaining to disaster preparedness and response;

Assist the Director of Operations in managing Emergency Operations Centre (EOC) operations;

Maintain communication linkages and rapport with peer‐level officers in the EOC and relevant Monitoring, Preparedness and Response Divisions of National Disaster Management Organisations (NDMOs);

Liaise at technical level, with other humanitarian partners, such as UN, Red Cross and Red Crescent Movement, Non-Governmental Organisation (NGOs) and other international organisations;

Implement activities to attain objectives as stated in specific plans of action, such as AADMER work programmes related to AHA Centre and strategic work plans of the AHA Centre;

Assist the Director of Operations in identifying potential areas for cooperation programmes and projects to further improve ASEAN disaster preparedness and response; and carry out any other assignments as tasked by his/her supervisors.    


Primary Responsibilities


Manage matters pertaining to Disaster Preparedness:

Provide technical support in the periodic review of regional standard operating procedures for Standby Arrangements;

Manage accuracy of data and information in the ASEAN Standby Arrangement database of earmarked assets and capacities for disaster relief and emergency response;

Supervise the ASEAN‐Emergency Response and Assessment Team (ERAT) deployment mechanism and constantly monitor the ERAT Roster for activation;

Maintain up to date information on available resources in the regional Standby Arrangements database for disaster relief and emergency response;

Maintain communication linkages and rapport with peer‐level officers in the EOCs of NDMOs;

Maintain communication linkages and rapport, at operational level, with other disaster response entities, such as the UN‐OCHA (Office for the Coordination of Humanitarian Affairs), International Federation of Red Cross and Red Crescent Societies (IFRC) and other partner entities, to complement relief efforts, resource mobilisation and distribution network;

Supervise the Disaster Emergency Logistics System for ASEAN (DELSA);

Ensure up‐to‐date information on staging areas/collection points; stockpiles/warehouses; and pre‐designated areas as entry points for relief supplies and expertise from Member States;

Maintain database and procedures for stockpiling, procurement and distribution of relief assets;

Organise the conduct of regular exercises to test AHA Centre connectivity with emergency operations centres of NDMOs and identify any technical problems that may occur and provide the necessary solutions;

organise relevant training and/or simulation exercises to maintain the applicability of standard operating procedures and test emergency preparedness and strengthen coordination mechanisms, including the ASEAN Regional Disaster Emergency Response Exercise (ARDEX), ASEAN Regional Forum (ARF) Disaster Relief Exercise (DiREx) and others;

Develop and maintain (virtual) disaster knowledge database that consists of documents related to humanitarian principles and values, international and national disaster laws and other relevant guidelines and standards;

When directed, provide expert inputs to the ASEAN Committee on Disaster Management (ACDM) Working Group on Preparedness and Response and other relevant ASEAN bodies;

Implement emergency preparedness procedures as stipulated in the ASEAN‐Standby Arrangements and Standard Operating Procedures (SASOP); and

Review periodically all Standby Arrangements as well as Standard Operating Procedures such as the SASOP, ERO, DOM, JOCCA, etc.


Manage matters pertaining to Disaster Response:

Provide technical support to operations manager/ EOC manager in overseeing and directing AHA Centre operational response;

Obtain initial report from the National Focal Point (NFP) of affected Member State on the occurrence of the incident and possibly including initial casualty and damage information;

Disseminate to NFPs, and to partners when necessary, on periodical basis, situation reports containing analyses and assessments of the conditions of the affected disaster areas and risks arising from the situation;

Support the NFPs, when necessary, in developing and finalising contractual arrangements for assistance to ensure that the process can be made as expeditiously as possible considering the urgency to mobilise the resources;

Compile offers of assistance from assisting entities to mobilise their earmarked assets and capacities and other resources not previously earmarked for disaster relief and emergency response but being made available;

Mobilise and Deploy the ASEAN‐ERAT to provide assistance to the affected state

Monitor delivery status of assistance provided to the affected Member State by ASEAN Member States and where possible, partner countries and international organisations;

Where necessary, assigned as Liaison Officer to facilitate coordination and communication with relevant stakeholders including United Nations Disaster Assessment and Coordination (UNDAC);

Implement emergency response procedures as stipulated in the ASEAN‐SASOP.


Job Qualification


Education 


Minimum Master Degree in one or more of the following disciplines: Disaster Management; Emergency Management; Disaster Risk Reduction; Natural Resource Management; Environmental Management; Business Management or relevant subject.


Experience


At least 7 (seven) years of experience with proven track record and exposure to disaster and emergency response operations in a government and/or international organisation with at least 5 (Five) years of experience working in a managerial/supervisory position. Experience in dealing with a wide spectrum of areas in disaster management and developmental cooperation (policies, trends, issues and development) both at the regional and international environment;


Experience in managing a broad range of activities dealing with various international organisations and related institutions;


Experience in working at Emergency Operation Centre, as well as ability in operating software related to disaster emergency management and response, will be an advantage.
