Job Title : Senior Technical Advisor – Zoonoses Prevention and Control

GENERAL DESCRIPTION OF TASK(S) AND OBJECTIVES TO BE ACHIEVED The incumbent will be under the general technical supervision of the Team Leader of the FAO ECTAD Country Programme in Indonesia, the direct supervision of the Country National Veterinary Adviser, and the functional and administrative guidance of the FAO Representative in Indonesia. Duties and responsibilities • Take the lead to develop, implement and evaluate the GHSP Technical Area 2 on Prevention and control of targeted zoonotic diseases and EID focusing on a One Health approach • Act as the Technical Area 2 team leader and supervises and leads the activities under the output 2 area: o Coordinate NTAs activities and support field activities of the program o Supervise the NTAs on the preparation of written outputs (e.g background papers, analysis, sections of reports and studies, inputs to publications) o Manage outreach activities; design and conduct training workshops/seminars and make presentations on assigned topics/activities o Identify priorities, problems and issues to be addressed by the team o Coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) • Support the operationalization of the FAO-GHSP Program at national and subnational level with particular attention on issues related to prevention and control of Zoonoses, EID and transboundary animal diseases and Emergency Preparedness • Provide substantive input and draft position papers and reports, for policy making and, presentation to the Project Steering Committee, government and donors • Engage with higher level government representatives and officials to provide inputs for policy making especially: o with higher MoA representatives and officials, particularly within DGLAHS, BPSDM and other units (Directorates) to ensure adoption of OH training program and curriculum o with MoH, MoEF, Kemenko PMK and the Ministry of Internal Affairs on OH prevention and control o with the BNPB on emergency preparedness and response at national level and with Ministry of Internal Affairs to strengthen response at the local government level • Engage with international and national partners such as WHO, the IDDS project, International Federation of Red Cross and Red Crescent Societies (IFRC), Australia’ Indonesia Health Security Platform (AIHSP) and Indonesia One Health University Network (INDOHUN) in delivering One Health training and capacity development • Serve as an effective spokesperson and establish collaboration and partnerships with key officials at government bodies at all levels and with donors, stakeholder and other implementing partners and represent FAO at inter-agency meetings, seminars, etc • Support the Country National Veterinary Advisor and the ECTAD Country Team Leader for the GHSP project and other related activities • Provide technical inputs in support of: o an integrated One Health approach to respond to targeted priority zoonotic diseases and EID at all levels (national, province/district) o the development of Emergency Management plansto control priority zoonoses and EID outbreaks using a One Health (OH) approach o the development and implementation of training programmes for GOI to prevent and control targeted zoonoses and EIDs o the development of a Master Trainer (MT) network to deliver targeted zoonoses and EID prevention and control training courses and Liaise with the DGLAHS Animal Health Training Centre for curriculum development, provision of technical material and future roles of MTs o the development of new, and review existing, communication materials to support training and implementation of targeted zoonoses and EID prevention and control • Provide input, drafting and submit the regular FAO and donor reports • Support FAO regular and annual planning activities • Submit an End of Assignment report by the end of the contract, covering the last 12 months of work • Perform other related duties as requested KEY PERFORMANCE INDICATORS Expected Outputs: Required Completion Date: • Strengthened the Implementation of an integrated One Ongoing and as required Health approach to respond to targeted priority zoonotic diseases and EID at all levels • One Health-focused training program is established in MoA Ongoing and as required • Emergency management plans to control priority zoonoses Ongoing and as required and EID outbreaks using a One Health (OH) approach developed • Strengthened advocacy for OH response capacities to Ongoing and as required targeted priority zoonotic disease and EID threats at all level • Zoonoses and EID prevention and control trainings programs Ongoing and as required implemented for field rapid response teams (VSOs) • Advice on programme development and planning provided Ongoing and as required • End of Assignment Report submitted The end of the Assignment REQUIRED COMPETE Academic Qualifications: • Veterinarian or similar animal or human health qualification with 5 years field experience • Postgraduate in the diseases control is preferable Technical Competencies and Experience Requirements: • Veterinary medicine or animal disease control • Experience working with Government of Indonesia • Experience in developing and reviewing training material • Knowledge of Indonesian livestock systems • Knowledge in Emergency Preparedness/Emergency management of diseases outbreak • Experience with OH approaches for controlling the zoonotic diseases • Experience with advocacy • Knowledge of the FAO system and relevant experience in project management would be advantage • Proficiency in both written and spoken English is required General Note to All Applicants : Interested candidates should submit a CV and a covering letter ( In English) clearly stating their relevant skills, experience and email to : FAO-ID@fao.org, Submission deadline : 10th December 2020.
