GIZ Indonesia for the Climate and Biodiversity Governance in Indonesia Project: Coordinator for IKI Hub Component

Indonesia plays an important role in achieving the targets set in the Paris Agreement and the Convention of Biological Diversity. The country is one of the ten largest greenhouse gas emitters worldwide with emissions continue to rise until 2030 according to the Nationally Determined Contribution (NDC). Moreover, Indonesia is considered to be one of the 17 mega-diverse country, with 2 of the world’s 25 hotspots, among other ranks of the word’s center of flora and fauna diversity. Prior to CBD ratification, in 1993, Bappenas and KLHK introduce Biodiversity Action Plan for Indonesia, followed by several revised documents known as Indonesia Biodiversity Strategy and Action Plan (IBSAP).   

 

However, Indonesia also suffers from biodiversity loss and species extinction, due to the impact of climate change. Besides being an archipelagic state, Indonesia is severely impacted by the consequences of climate change. The rich and unique biodiversity of the country is threatened by unsustainable practices.  Committed to tackle these challenges, the Indonesian government has been developing a climate and biodiversity policy framework. However, its successful implementation requires the harmonization with national development planning, a coordinated approach of relevant actors at all levels as well as sufficient capacities and funding. An additional challenge is the Corona pandemic and the necessary measures to enable a "new normal". Since 2010, main elements of IBSAP are integrated into RPJM and RKP. In RPJM 2020-2024, climate and biodiversity policy is further emphasized as national development priority. 

 

Against this background, the Federal Ministry for the Environment, Nature Conservation, Building, and Nuclear Safety (BMU) and the Indonesian Ministry for National Development Planning (BAPPENAS) agreed to jointly implement the Climate and Biodiversity Hub Indonesia Project.  The project supports the Indonesian government to strengthen the mainstreaming and implementation of its climate and biodiversity policy. Partners are the Ministry of National Development Planning (Bappenas), the Ministry of Environment and Forestry (KLHK), other related line ministries as well as state and non-state stakeholders at national and subnational levels.

 

The project also serves as the International Climate Initiative (IKI) Interface in Indonesia. Within its IKI interface function, the project facilitates and enhances networking and information sharing among the multitude of IKI-funded projects implementing activities in Indonesia through the IKI Hub component.

The IKI Hub facilitates the networking and communication between project implementers and with the Indonesian government.

 

To support implementation of the project in Indonesia, we are looking for a Coordinator for the IKI Hub.

 

Coordinator for IKI Hub Component

(Job title in SAP: Environmental Policy Advisor)

 

A.  Main Responsibilities

 

The incumbent is responsible but not limited for:

  • Coordinates the activities of the IKI Hub of the Climate and Biodiversity Hub Indonesia project
  • Plans and implements networking and knowledge management activities of the IKI Hub in Indonesia
  • Oversees the implementation of the communication strategy of the IKI Hub
  • Acts as a liaison with the German IKI related ministries, the German Embassy and the National Ministry of Planning (Bappenas), in coordination with the project manager
  • Maintains and expands the network among the implementing organizations of the IKI in Indonesia 

 

 

B.  Tasks

 

1)   Coordination of the IKI Hub

  • Develops a strategic vision for the IKI Hub Indonesia in collaboration with relevant stakeholders
  • Functions as a liaison unit with the IKI ministries and the IKI office at ZUG in Germany, the German embassy, the IKI implementing organizations and the Indonesian political partner(s), by preparing and providing requested information to them
  • Organizes exchange meetings and workshops in the framework of the German-Indonesian collaboration, such as high-level policy dialogue, annual IKI network workshops, thematic workshops.

 

2)   Networking and Knowledge Management

  • Develops a knowledge management strategy for the IKI Hub Indonesia
  • Coordinates the development of the quarterly IKI Indonesia Newsletter with inputs from the IKI Indonesia portfolio.
  • Supports the development of publications and knowledge products of the project as well as of the IKI Indonesia portfolio.
  • Supports exchange with other global and regional projects relevant to climate change and biodiversity and lesson learned from Indonesia to other countries.
  • Maintains a networking system among the IKI implementing organizations, including bilateral, regional and global projects with activities in Indonesia.

 

3)   Professional Advisory Services

  • Advises partner institution(s) in the development of concepts and strategies, and the provision of inputs related to IKI Hub activities.
  • Takes responsibility for the preparation and implementation of workshops, dialogue events and other events on issues related to the IKI Hub, thereby selecting and coordinating the support of internal and external service providers.
  • Supports exchanges with partner ministries regarding the activities of the IKI Hub project component.
  • Development of ad-hoc input papers for IKI and the partner ministries.
  • Provides advisory services on IKI related issues to the project national partner

 

4)   Communication

  • Coordinates the development of a communication strategy for the IKI hub, with the support of the IKI Hub advisor
  • Supervises the implementation of above-mentioned communication strategy
  • Coordinates PR & Communications activities with technical advisors, communication advisors of other GIZ projects and the GIZ Country Office Indonesia, project partners, and IKI implementers.
  • Coordinates the design, production, publication and dissemination of PR & Communications products to be prepared by the IKI Hub advisor, targeting a national and international audience.
  • Acts as interface to the GIZ Country Office Indonesia and the IKI in Germany and takes responsibility for quality control and alignment with GIZ corporate and IKI branding
  • Advises on the representation of IKI-funded projects in Indonesia in the IKI communication channels.
  • Travels abroad or in the region, in accordance with project requirements.

 

5)  Other tasks

·     Perform other duties and tasks at the request of management

 

 

C.  Required qualifications, competences and experience

 

Qualifications
  • Master’s degree in relevant field of work, e.g., climate change, climate or biodiversity policy, environment studies, forestry or biodiversity

 

Professional experience

  • Minimum 10 years of professional experience in the provision of advisory services in climate change, climate or biodiversity policy, or other fields relevant for the position
  • Experience in networking, communication or knowledge management in the climate change or biodiversity areas will be considered a major asset for the position
  • Prior work experience in an international organization in a similar position is preferred

 

Other knowledge, additional competences

  • Very good working knowledge of IT, communication technologies (related software, website)
  • Very good communication skills in English and Bahasa Indonesia, including speaking and writing
  • Excellent skills for writing quality texts (the application letter will be evaluated in this regard and a writing test in English will be part of the interview)
  • Focused, proactive and positive working attitude
  • Demonstrated ability to work effectively in a fast-paced office environment, both independently and as part of a global team
  • Excellent interpersonal communication skills, including the ability to encourage collaboration with other projects, international organizations and partners
  • Awareness of social and intercultural sensitivities, flexible and possess a sense of diplomacy
  • Adaptable to rapidly changing priorities and able to manage multiple deadlines and deliver high quality work products
  • Availability to travel within and outside Indonesia
