IIE is looking for Monitoring, Evaluation & Learning Specialist to supports the remainder of the 5-year, USAID-funded Sustainable Higher Education Research Alliances (SHERA) Program in Indonesia.  The primary objective of SHERA is to increase the research capacity of faculty, staff, Ph.D. students and post-doctoral researchers at selected public and private higher education institutions in Indonesia through partnerships with U.S. universities.

The Monitoring, Evaluation & Learning Specialist will be responsible for ensuring robust performance monitoring and evaluation that supports the achievement of the SHERA program objectives. Work is carried out independently under general supervision.

Scope of Works:
·        Collaborate with other team members in developing Performance Monitoring Plan
·        Lead program monitoring, which will include collecting baseline data on each grantee/ partnership member and continuously tracking indicators to capture program impact.
·        Update data on all indicators in SHERA quarterly program reports to USAID.
·        Conduct a thorough analysis of data and trends over the previous year to provide a comprehensive and nuanced picture of the program’s impact.
·        Develop Excel worksheets and customized online system to collect standardized quantitative data from all CCRs, which will enable comparison and aggregation across partnerships and assessment of overall program impact.
·        Disaggregate data by geographic location, sex, age, research focus area, university size, and other variables as appropriate.
·        Supplement quantitative data with qualitative data such as partnership member profiles and success stories on program participants.
·        Conduct regular monitoring calls with each CCR.
·        Ensure that the grantees and sub-grantees develop and employ effective performance management plans and work plans.
·        Monitor the performance of partnerships.
·        Identify partnership implementation challenges and opportunities and develop effective ways to address such challenges and engage such opportunities.
·        Work with the Partnership Specialist and Communication Specialist to identify, to document and disseminate best practices among the SHERA partners and other interested parties.
·        Comply with applicable contract and sponsor requirements and follow all IIE policies and procedures.
·        Perform other related duties and functions as assigned

Education/Experience:
·        Bachelor’s degree or higher in a relevant area such as Monitoring and Evaluation, Economics or Research Methods; advanced degree in monitoring and evaluation preferred
·        At least seven (7) years of experience monitoring and evaluating development assistance programs, developing and implementing work plans and PMPs, assisting grantees in performance improvement, and writing assessments, lessons learned and best practice guides in support of improved program implementation and design
·        At least five (5) years of experience monitoring and evaluating higher education programs
·        At least three (3) years of experience monitoring and evaluating development assistance programs in Asia; Indonesia experience preferred

Knowledge, Skills and Abilities:
·        Ability to design M&E tools, surveys and evaluations
·        Strong analytical skills
·        Excellent presentation skills
