USAID/IUWASH PLUS Capacity Building Associate – based in Surakarta and Jakarta

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:
1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

The Swiss State Secretariat for Economic Affairs (SECO) acting through the United States Agency for International Development (USAID) share the mutual goal of improving performance of water utilities to increase access to clean water in Indonesia, particularly to address two technical challenges that are especially impactful: (1) high rates of non-revenue water (NRW); and (2) poor energy efficiency (EE). To provide a comprehensive and measurable NRW reduction and EE improvement in Indonesia, SECO agreed to co-finance USAID for a three-year technical assistance program, implemented under the current USAID IUWASH PLUS program with seven PDAMs in two regions, i.e. West Java and Central Java provinces.

To achieve these outcomes IUWASH-PLUS need high caliber candidates to fill the position of

1. Capacity Building Associate based in Surakarta for Central Java Regional Office  (JOB Code : CBA-CJRO)
2. Capacity Building Associate based in Jakarta for West Java, Tangerang and DKI Jakarta Regional Office  (JOB Code : CBA-WJDT)

Objective
The Capacity Building Associate will work under the direction of the National Institutional and Training Specialists, with special focus on supporting activities and operations at the National and regional level on Capacity Building of PDAM staff. General objectives include:
• Ensuring progress toward achievement of project goals and objectives, focusing on detailed program and activities plan of Capacity Building for PDAMs at the region.
• Support the National Institutional and Training Specialist and the Regional Coordinator to follow-up results of training programs as agreed in the actions plans with PDAM staff and management.
• Coordinating with key stakeholders at city level, including provincial and local government partners, PDAMs and others
• Coordinate activities of the monitoring of PDAM Capacity Building programs at PDAM level with Junior Engineer (under SECO) as well the WASH Facilitator assigned to same city under the regular IUWASH-PLUS program.

Tasks
Specific tasks and responsibilities of the Capacity Building Associate include, but are not limited to, the following:
• Supporting and local guidance for the Capacity Building program for PDAM, including:
o Assist in regular PDAM training needs assessment by the SECO team
o Assist in selecting and planning the Capacity Building program with each PDAM
o Assist in the organization (logistics, documentation, etc) of the Capacity Building program, including maintaining list of participants, results of pre-posttest, etc
o Support and document of the agreed follow-up action plans by each PDAM
• Support smooth and effective implementation of regional capacity building programs, including those related to:
o Arranging regular meeting with PDAM management and field staff to share information, maintain full commitment on the agreed action plans, share results, etc
o Arrange logistics and documentation of results of the Capacity Building programs
o Support data collection and other assessments to determine needs, establish baselines, and measure (intermediate and final) results within programs logframe
• Participating in the development of Annual Workplans for the designated location
• Always seek to maintain highly productive relations with local partners.
• Importantly, engage the Regional Coordinator of the SECO program immediately regarding any issues that may arise and pose a potential liability to DAI, USAID and/or SECO, including those related to employee or consultant underperformance, team cohesion, possible ethical or other policy violations, project finance, legal matters, etc.

Expected Start Date : December 2019

Minimum General Qualifications:
• At least bachelor’s degree in a relevant field.
• Minimum 3 years experiences in capacity building/training in technical; management and financing for drinking water issues.
• Excellent communication skills in Bahasa Indonesia and at least good in English (writing)
• Good computer skills (Word, Excel, powerpoint, etc)
• Having experience with USAID or Other Donors is an advantage
