Solidarity Sourcing Program Implementation Berbak

SNV was working with a consortium of international and local partners in the Berbak landscape in Jambi Sumatra to develop deforestation-free palm oil supply chains. Together with LOreal, SNV aims to continue that work and further scale this project to include in total 12,500 farmers. The main aim is to divert expansion of palm from the remaining forests and peatlands in the Berbak landscape and provide enhanced and alternative economic opportunities for communities. This approach is aligned with LOreals Solidarity Sourcing Programme.

The Project will aim to support independent smallholders in improving their production practices to prevent deforestation to happen in the area and to increase their livelihoods. The primary beneficiaries of the program are Independent oil palm smallholders on mineral soils who are facing a loss of income due to ageing trees, who need replanting within the next 5 years. They will be assisted through training and inputs to implement more sustainable agriculture practices in order to increase production and income.

Secondary beneficiaries and partners are government agencies and private sector who will be assisted by the program with technical support and data collection about the conditions in the landscape to support policy, planning and decision-making. The project will aim to ensure that women are given equal access to project investments for which we have set a 30% target for this as a minimum. In addition, the project will give special attention to targeting vulnerable groups; the social and gender surveys that will be undertaken will help to tailor specific targets per village.

Within the wider Berbak landscape the project will focus its interventions on restricted areas in the west and southwest: the smallholder palm oil interventions will focus on independent smallholder farmers in the Petaling and Bahar areas southwest of the Berbak landscape.

Scope of Work – Consultant

The Consultant will work with SNV staff to train oil palm smallholders farmers in Better Management Practices (BMPs) and Environmental Awareness Trainings (EArT) in order to improve their productivity, livelihoods and access to finance.



The Consultant is responsible for:

Developing a detailed work plan together with the Coordinator BMP at SNV
Selecting smallholder groups consisting of oil palm farmers within Muaro Jambi Regency and perform necessary steps engaging them into the programme;
Working and coordinating closely related work with SNV Oil Palm BMP Training team;
Coordinate implementation of work plan together with SNV, village units of cooperatives and farmer groups or other related stakeholders;
Managing day to day activities on the implementation of the training;
Coordinating related activities within the scope of BMP training in the targeted locations in Muaro Jambi Regency.
Compile training report including attendance list, documentation etc.
Scope of work – SNV

SNV will work closely with the Consultant to coordinate training and data collection implementation and conduct monitoring and evaluation on the field. SNV will lend its’ BMP and EArT training materials (flip file, trainer guide, flashcards, tips & tools) to the Consultant through SNV’s Field Officer.

Methodology

SNV has developed a Better Management Practices (BMP) curriculum that follows the RSPO standard and includes five modules on harvesting, plantation maintenance, plantation design, fertilization, and pest & disease management. This is combined with Environmental Awareness Training (EArT) to ensure plantations are managed appropriately. In total 2,675 farmers will be trained through a HIT oil palm BMP Training approach, employing the High Impact Training methodology (HIT) for Independent Smallholders (ISH) as described below.

Deliverables

For the second stage of implementation, the Consultant will conduct refreshment training 500 farmers (30% female and 70% male). The outcomes will be verified via training reports, pictures taken of the training, attendance lists (which include basic quotations on plantation household etc (provided by SNV)), and reviews by SNV. The Consultant performance will be reviewed to determine the contract extension.

The Consultant will provide the following deliverables:

1.    A detailed work plans

2.    Activity report for each training consisting of (both hard copy and digital):

i.    Training evaluation and basic data filled by participants (hardcopy + .doc)

ii.    Evaluation by trainers (hardcopy + .doc)

iii.    Pictures of the training (JPEG)


Timing & Duty station

The assignment will start from 25 November – December 2019.

Requirements

Local NGO or Cooperative (KUD) in Jambi province with extensive experience working in Muaro Jambi District.
At least 5 years of experience working in, one or more of the following areas: oil palm agronomy, agriculture, forestry, environment, conservation, biology, social science and other related fields.
Experience in working in oil palm agronomy field or plantation, and in Jambi or the region, would be an advantage –consultant must show interest to work in the field;
Ability to work in an inclusive and collegial way with NGO partners, local government, local companies and other stakeholders, and ability to communicate and maintain a strong relationship with the stakeholders;
Ability to work independently with minimum supervision;
Fluent in Bahasa Indonesia and good understanding in English will be advantages.
