BACKGROUND

To improve the quality of public services in Indonesia, the Government of Indonesia (GoI) has implemented a Presidential Regulation (Perpres) no. 76/2013 on Public Service Management System, for establishment of the National Complaint Handling System (Sitem Pengelolaan Pengaduan Pelayanan Publik Nasional, or SP4N), which is an integrated public complaints management system. SP4N-LAPOR! has since been used as the official platform to handle complaints on public services.

USAID CEGAH has supported important developments of the LAPOR! application, including a comprehensive upgrade from version 2.0 to version 3.0. The upgraded system is expected to provide access to a greater number of simultaneous users, along with improvements in data visualization, agency structure data management, and independent user management by each agency. Following the completion of LAPOR! version 3.0, CEGAH has also been supporting the release of the application on Android and iOS mobile applications to allow the public to access the new version of LAPOR! and file complaints. Additional support from CEGAH has included developing the LAPOR! executive dashboard to allow agencies to monitor the progress of complaint handling. To announce these achievements, USAID CEGAH is keen to hire a professional communications/creative agency or professional video maker to produce a bumper video. This bumper video will be used for the LAPOR! Goes to Campus (LGTC) events that will be held in
December 2019. The professional communications/creative agency or professional video maker also needs to produce a mobile application promotional video. This promotional video will be available on the LAPOR! website and via other promotional channels, and is also expected to be distributed to other government agencies for LAPOR! campaign purposes.


Objective:
To produce a two to three minute -length video for promoting the SP4N-LAPOR! mobile application and;
To produce a 15 to 20 second -length bumper video for launching the SP4N-LAPOR! mobile application and LAPOR! executive dashboard.

Task and Responsibilities
In order to achieve the objectives, the vendor, under the overall supervision of USAID CEGAH, shall:

Pre-production:
With the support of the Ministry of Bureaucratic and Administrative Reform (KemenPAN-RB), Office of the Presidential Staff (KSP), and Indonesian Ombudsman (ORI), brainstorm the video concept that aims to introduce the LAPOR! mobile applications and provides a tutorial on how to use the application.
Develop the overall video concept to be presented to KemenPAN-RB, KSP, and ORI.
Based on the agreed concept, develop the storyboard for KemenPAN-RB, KSP and ORI’s approvals.
Based on the agreed concept, develop the bumper video for KemenPAN-RB, KSP and ORI’s approvals.
Based on the approved storyboard, prepare and finalize the script for the promotional videos.

Production:
Perform appropriate video filming, interview, and/or develop animation and infographics.

Post-production:
Edit the video stock, including the additional voice recording and typography.
Present the initial bumper and promotional video to USAID CEGAH, KemenPAN-RB, KSP and ORI.
Finalize the bumper and promotional video by incorporating the comments and feedback from USAID CEGAH, KemenPAN-RB, KSP and ORI.
Submit the final version of the videos in High Definition (HD) format, as well as an appropriate format for the website, social media channels, and YouTube.

Key Deliverables:
The vendor will be expected to deliver the following:
A storyboard of the LAPOR! promotional video, approved by KemenPAN-RB, KSP, and ORI;
A bumper video (approximately 15-20 seconds in length) for launching the SP4N-LAPOR! iOS mobile application and LAPOR! executive dashboard, approved by KemenPAN-RB, KSP, and ORI;
One LAPOR! mobile application promotional video (approximately two to three minutes in length), to introduce LAPOR! iOS mobile application and to provide a tutorial on how to use the application. The video shall be produced in HD format and other appropriate formats for website and social media channels.
