Project Overview and Role

Background: Over the past decade, Indonesia has substantially increased its spending on education and now many more millions of children are in school. There is a significant void in knowledge about what teachers in Indonesia are teaching in the classroom, what the primary constraints they face are, and how teaching quality can be more efficiently and effectively improved. The Government of Australia (GOA), through the Australian Department of Foreign Affairs and Trade (DFAT), is seeking to assist the Government of Indonesia (GOI) to fill this void.

Our Program is an ambitious four-year program with a possibility for extension. We are now in our final year of Phase 1 that will end on 30 June 2020, with a possibility of an extension to Phase 2 that is anticipated to start from July 2020 to December 2023. It will collaborate closely with the GOI at the district, provincial and national level to develop and implement action-oriented research and pilots to answer the broad question: "What works to improve student learning outcomes in Indonesia?" It will focus on three sub-topics of investigation: the quality of teaching in the classroom, the quality of support for teachers, and learning for all.
The Program is managed by Palladium on behalf of DFAT.

Purpose of the Position: The HR Officer will support areas of HR functions of the Program, with particular focuses on recruitment, contract management, and Human Resources Information System.
Responsibilities

Under the direction of HR Coordinator, the HR Officer will:
Support aspects of human resources on the program, in line with Palladium guidelines, DFAT policy, and Indonesian Manpower law.
Coordinate the end-to end recruitment of project personnel, following established recruitment procedures.
Write and post personnel TOR on Palladium website, career websites, newspapers, and other career boards as needed.
Evaluate and screen candidate applications against desired qualifications and provide a long-listed of qualified candidates to hiring managers. This includes providing proactive advice and updates to hiring managers, and identifying candidates for anticipated scope of works.
Arrange interviews and manage schedule for recruitment, keeping both candidates and hiring managers informed of status of recruitment.
Provide proactive recommendations and advise to managers on candidates' qualifications and the suitability to be hired for a position in the Program.
As the main representative in job offer and salary negotiation with selected candidates, including providing analysis, advise, and recommendations to HR Coordinator and Deputy Director-Operations on the salary range to be offered to the selected candidates.
Maintain ongoing correspondence with candidates, including the collection of biographical data documentation, salary verification process and conducting written and verbal reference checks.
As the main focal point of the Program in making sure that all recruitment have compliance documents: written and verbal reference checks, police certifications, and world red-flag checks.
Responsible for contract management of all types of contracts for Locally-Engaged Staff, fixed term and short term (STA and STA Panel), in a timely and accurate fashion in compliance with Palladium policy and Indonesian Labour law. Also responsible for communicating the contracts to the selected candidates and Palladium Business Representatives, including explaining the terms and conditions and answering questions prior to and after contract signing.
Responsible for new staff registration in various HR systems: HR database and recruitment system, timesheet system, and payroll system. This includes working closely with Palladium HR Adviser in registering staff in HR database, coordinating with Palladium Timesheet, and working closely with the Finance and Payroll Officer in registering new staff to payroll.
Arrange new staff's mobilization from residence to work location, including communicating with staff on the mobilization terms and conditions, and working with Administration Unit on the travel arrangement.
As the focal point of staff induction, including scheduling, arranging travel for staff induction, and making sure the attendance lists and exit checklists are completed and on file.
Act as the alternate focal point of payroll for Locally-Engaged Staff. This includes responsibility to submit payroll for all Locally-Engaged Staff through manual flexi-form to the Finance Unit and through the Payroll System.
Advise managers and staff on timesheet and provide trouble shooting in timesheet technical system by coordinating with Palladium Timesheet focal points.
Responsible for contract management for all Locally-Engaged Staff. This includes preparing contract amendments for fixed-term staff, preparing indefinite contracts for permanent staff, communicating and providing advices to staff on contracts' terms and conditions. Make sure these processes are implemented appropriately and timely and in line with Indonesia's Labor Law and Palladium Guidelines.
Provide training to staff, including HR Briefing for new staff, training on timesheet, and Recruitment and Engagement Training.
Prepare Monthly HR reports, and other reports, as required by the HR Coordinator and Deputy Director-Operations.
Cover HR Assistant tasks, as required.
In the absence of HR Coordinator, serve as Acting HR Coordinator, as required.
Other duties as may reasonably be required by HR Coordinator or Deputy Director - Operations consistent with the incumbent's qualifications and experience.
Requirements

Minimum a Bachelors' degree in a relevant field, affiliations with relevant professional association are an advantage;
Experience working on all HR aspects
Experience supporting recruitment processes, experience on bulk recruitment for project start and on recruitment in provincial locations up an advantage;
Experience in handling visa and permit process for international staff, both for long term and short term visa types
Proven ability in handling multiple tasks effectively under heavy time and work pressure;
Proven ability to plan and manage schedules, files/database and working materials as well as to keep confidentiality of documents and information;
Strong interpersonal skills, including in a cross cultural context;
Fluent in English (written and spoken) and Bahasa Indonesia.
