Background

The United Cities and Local Governments (UCLG) is a worldwide association of local governments and the officially recognised voice of local governments by the United Nations. UCLG was established on 1 January 2004 and is headquartered in Barcelona, Spain. UCLG is an amalgamation of International Union of Local Authorities (IULA), United Towns Organisation (UTO), and World Association of the Major Metropolises (METROPOLIS) set up in Ghent (Belgium) in 1913, in Aix-les-Bains (France) in 1957 and in Paris (France) in 1985, respectively. 


Following this unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the new entity of IULA ASPAC. UCLG ASPAC’s Secretariat is hosted by Jakarta Provincial Government. UCLG ASPAC is the largest regional section of UCLG. It has linkages to more than 7,000 cities and local governments and represents well over 3.76 billion people - more than half of the world population - and incorporates economically fast developing countries such as China, India, and Indonesia.
                                                   

UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities, local governments and their associations, and facilitates programmes, network and partnerships to develop the capacity of local governments and the associations. Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies which safeguard equality, social and economic justice, and sustainable community development.


In the wider context, UCLG ASPAC works closely with cities and partner organisations, to promote various aspects of people’s well-being including on: local economic development, public space, disaster risk reduction, climate change, gender equality, SDGs localisation and overall urban development. Furthermore, UCLG ASPAC serves as official secretariat or focal point of regional mechanisms such as the ASEAN Mayors Forum (AMF), the Asia-Pacific Local Governments (APLG), and the Global Covenant of Mayors for Climate & Energy for Southeast Asia (GCoM SEA).


UCLG ASPAC is recruiting an Information & Database Management Assistant to work under the Bureau of Secretary General. This is a newly created position. The Consultant will be responsible for the design, integration and development of UCLG ASPAC’s consolidated database as well as support the work of the Bureau of Secretary General to ensure efficient, effective and timely up-to-date database. The Information & Database Management Assistant will also work to help optimise the use of data through data analysis and reviews for the improvement of the Organisation.  


Key Duties:

 To analyse UCLG ASPAC’s information and database system particularly contact databases, propose an integrated system with management plan and develop the system;
To support UCLG ASPAC’s staff in accessing, managing and updating the database system while maintaining information security and privacy setting
To ensure that comprehensive and up-to-date information on UCLG ASPAC, the organisation, its work, information products, and services are disseminated among members and partners through various on- and off- line platforms;
To strengthen the availability of and access to UCLG ASPAC technical tools and publications in various communication channels including of UCLG ASPAC’s partner institutions;
To improve coordination between the Bureau of Secretary General and other Divisions, programmes, and projects with regard to the management of information and database development and management.


Qualifications:

v  Education:

- University degree in development, information science with good knowledge on information technology, and database frameworks with skills or knowledge related to database construction, administration, and organisation.

Experience:

Minimum 3 (three) years of professional experience in developing and/or implementing database platforms;
Proven records in developing comprehensive and user-friendly information and database management systems, ability to identify user needs, prioritise data types/sources, and implementing improvements and analysing the data to meet the needs of the Organisation;
Experience in developing and maintain websites as well as other online communications platforms including website, social media and electronic newsletters.


v  Language:

-          Fluency in written and spoken in English.


v  Computer skills:

-          Proficiency in information and database management system, MS Office, website management, and social media platforms.


v  Other skills and competency:

Strong knowledge on information and communication technology as well the use of online platforms for information and knowledge sharing;
Service-minded and ability to coordinate information sharing among various divisions in a large organisation;
Demonstrated ability to manage multiple tasks and deliver outputs within specified/short time frames;
Strong analytical, communications, and interpersonal skills;
Demonstrated detail orientation, proactive attention to outcomes and expectations, and ability to understand and effectively use information and data;
Ability to work in a team and as an individual.
Supporting Team

S/he will be directly supervised by the Bureau of Secretary General and Secretary-General of UCLG ASPAC
