VACANCY USAID/IUWASH PLUS: Individual Consultant to Develop and Sharpen the Index* of Drinking Water and Sanitation Services (Job Code: STTA/DSWS_JKT)

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:

1.         An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and

2.         An increase of 500,000 people in urban areas with access to safely managed sanitation.

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

To achieve these outcomes IUWASH-PLUS is looking for a short term consultant to fill the position of


Individual Consultant to Develop and Sharpen the Index* of Drinking Water and Sanitation Services (Job Code: STTA/DSWS_JKT)


Tasks and Responsibilities:

The Expert will review, explore, analyze, conclude and recommend key indicators that influence the USAID IUWASH PLUS index (Governance Index, PDAM Index and Sanitaion Index).

The deepening of the material includes at least:

·       Performance indicators that affect the implementation of Good Government;

·       Minimum Service Standards for drinking water and sanitation;

·       laws and policies related to drinking water and sanitation;

·       planning and budgeting mechanisms, including supporting documents from national, provincial to district / city levels;

·       technical documents affecting the service;

·       performance indicators for water and sanitation services;

·       institutional structure at the district / city level;

·       involvement of the business / private sector and the community;

·       understanding of gender;


Deliverable:

1.     Document of WASH service key indicators,

2.     Document of analyze the relationship between index and WASH service performance,

3.   Document of learning to measure the performance of water and sanitation services through three indexes (Governance Index, PDAM Index and Sanitation Index), and

4.   Guideline of performance measurement of water and sanitation services through three indexes (Governance Index, PDAM Index and Sanitation Index) to be replicated.


Minimum Qualification:

To ensure job success, candidates should have:

1.     Bachelor's degree in Local Government Administration or Economics or Statistics, or equivalent;

2.     Minimum 5 years experiences in identifying, analyzing and compiling regulations and policies;

3.     Having the knowledge and understanding related to the formulation of indexes, regulations and policies in the Indonesian government both at the district / city, provincial and central levels as well as in executive and legislative institutions;

4.     Having experience in formulating infrastructure, specifically WASH infrastructure.
