CRS/Indonesia is currently hiring for Project Officer – DRR – Job Code: DRR-PO to be based in Flores Timur District, NTT. 
This position will report to Senior Program Officer.

Job Summary:

The Project Officer will work with a Senior Project Officer to support the implementation of the project activities, including CLDRM strategy, at community level in collaboration and by working directly with the District Agency for Disaster Management (BPBD) and District Social Office (Dinsos) of Flores Timur and other relevant stakeholders including community leaders and members in the target areas.This will include providing technical support in DRR/CLDRM to the target communities and households. .

Roles and Key Responsibilities:

1.       Participate in the development of the project Detail Implementation Plan (DIP) and Monitoring, Evaluation, Accountability and Learning (MEAL) plan at CRS level under the guidance from the PM and in coordination with the MEAL PM

2.       In coordination with the BPBD and Dinsos with guidance from the SPO and PM, assess the availability and status of village Disaster Management Group/Kelompok Siaga Bencana (KSB) in the target areas.

3.       In coordination with BPBD and Dinsos, facilitate the establishment and/or re-activation of KSB in the target villages.

4.       Provide facilitation of Capacity Building on Disaster Management series of training to stakeholders (Dinsos, BPBD, Local partner, Tagana, KSB)

5.       Work with SPO to provide technical support and accompaniment to partner staffs and KSB in the implementation of their respective DRR plan.

6.       Mobilize community stakeholders to ensure full involvement of community leaders, community representatives, and local government representatives in the overall implementation of project activities.

7.       Support the MEAL officer in conducting regular M&E activities, including data collection and compilation at the community level per project requirements and contribute to the preparation of reports.

Basic Qualifications

·         Graduate degree (S1) in development, social science or related field.

·         At least 3 years professional experience in the technical area of DRR, including Community-based Disaster Risk Management (CBDRM), preferable working in international NGO

·         Strong skill and broad experience in community organizing

·         Has experience working on or has good knowledge on Indonesia’s DRM system and structure, particularly BPBD structure, Dinsos and Tagana, policy and strategy.

·         Has strong skill in training facilitation including development of training plan and modules

·         Has experience applying participatory tools and ability to facilitate Focus Group Discussion (FGD), interview, observation and survey.

·         Understand international code of conduct in humanitarian programming and is able to apply them in daily work.

·         Experience monitoring projects and collecting relevant data

·         Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

·         Familiar with digital risk mapping is an advantage.

·         ICT4D knowledges is an advantage

Preferred Qualifications

·         Excellent understanding of local NGOs and government system, with knowledge and appreciation of the vision and mission of CRS

·         Knowledgeable in participatory development processes

·         Acceptance of cultural differences among the target communities

Required/Desired Foreign Language: Proficiency in English, both oral and writing. (mandatory)
