OVERVIEW:

The USAID-funded Global Health Supply Chain-Procurement & Supply Management project (GHSC-PSM) is being implemented by Chemonics International. The focus of the project in Indonesia is to provide technical assistance in supply chain management to the Ministry of Health for HIV, TB, and laboratory commodities, in support of the national HIV/AIDS and TB programs in the country. At the national level, the project supports the Directorate of Direct Infectious Disease Control (Sub-directorates HIV/AIDS and TB), the Directorate of Quality and Health Services Accreditation (Laboratory services), and the Directorate of Public Medicine and Health Supplies. At the provincial level, the project provides support to Jakarta and Papua provinces.

SUMMARY:

Chemonics International Inc., a U.S.-based international development consulting firm, seeks an Information Technology Specialist Consultant to support the Global Health Supply Chain Program–Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM is a five-year, multi-billion-dollar project funded by the United States Agency for International Development (USAID). The purpose of the GHSC-PSM project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In Indonesia, the GHSC-PSM project primarily focuses on strengthening in-country and medicine commodity management systems for HIV/AIDS and tuberculosis (TB) and improvising long-term availability of medical commodities through global collaboration. 

According to Health Ministry Decree no 67 2016, designed to support the National TB Program (NTP), an information system to manage patient data and information is required. The National Tuberculosis Information System (SITT) has a significant disadvantage, being an offline system. Another downsideto SITT is that it cannot accommodate data management for Drug-Resistant TB (DR-TB) patients. The NTP developed an online-based information system, e-TB manager, primarily to manage data for DR-TB patients. The new policy in 2016 to use GeneXpert for diagnosing all TB cases makes e-TB manager an information system for new TB cases as well. Since the NTP has been using two different kinds of information systems for TB, it is challenging to implement a data bridge between SITT and eTB manager.

In 2018, NTP developed a new data information management system, Sistem Informasi TB (SITB), which able to manage both data for TB and DR-TB patients. The information system was developed under a contract with a third-party developer, PT. TRIMITRA. The beta version of SITB has been tested in two locations in 2019 (Deli Serdang and West Jakarta) with excellent results and ready to be implemented nationwide in 2020. However, the contract with PT. TRIMITRA was finished in December 2019. 

Beside the SITB implementation plan, in 2020, the NTP is also planning to use a GX connectivity software that will automatically report the usage of GeneXpert to SITB. The interoperability of the software requires IT, both from the software developer side and the NTP side. The current number of IT staff at the NTP is not enough to support the SITB expansion and other software connection implementation. Thus, additional IT consultant is needed to support NTP. The IT consultant will be located at the NTP until the end of 2020 to support the SITB implementation and expansion phase. 

The IT consultant will report to both the NTP Manager and their designee as well as the Deputy Country Director (DCD) of GHSC-PSM in Indonesia. Any task ordered by the NTP Manager beyond the main roles and responsibilities described below will have consensus or agreement with the DCD of GHSC-PSM in Indonesia. 

RESPONSIBILITIES:

Responsibilities may include, but are not limited to, the following:

A.     OBJECTIVES

·       General objective

o   Assisting the National TB Program in developing, maintaining, and implementing the new TB information system, SITB, in Indonesia to improve the data quality and monitoring system for TB patients.

·       Specific Objective

To provide IT support for the NTP to develop and to maintain SITB
To provide technical assistance to the NTP to integrate other information system(s) into SITB
To provide technical support to the NTP to maintain surveillance system software

B. SCOPE OF WORK


The IT consultant will provide technical assistance to the National TB Program with the following scope of work:

·       Develop and integrate software

·       Interoperability with SITB

·       Develop new function and testing software

·       Fix error and bugs on software

·       Maintenance TB information system and database

·       Create and maintain technical documentation relatedto code application and system.

·       Make sure the information system working correctly,  effectively and efficiently.

·       Perform other duties in the IT field as required.

·       Together with the IT team from NTP to integrate other information system(s)

·       Develop training materials and work instructions and facilitating training activities and on-the-job training of the software users related to SITB software.

·       Working together with NTP to ensure the transition process from SITT & e-TB Manager to SITB Software.

·       Assist NTP in maintaining surveillance system software\

C.    PERIOD OF PERFORMANCE

The consultant will be required for the 10 months, from 1 April 2020 – 31 January 2021.

QUALIFICATIONS:

Bachelor’s degree on IT/Computer science (GPA min 3.00)
Familiar and capable working on Web/Desktop software development, with PHP, AJAX, Javascript, XM L and CSS
Experience with Java Seam, Jboss, eclipse Ganymede
Experience with PHP, Web API frameworks is additional advantage.
Experience with relational database MySQL 5.0.
Experience with REST-API and Json (Client-server)
Familiar with OOP (Object Oriented Programming) concept.
Able to operate and configure Linux-based server
5 years experiences as web-based programmer. Minimum 2-year experience on developing information system, additional advantage if experience in health information system and TB program.
Experience on developing system with many users and database.
Experience on developing mobile application is additional advantage.
Experience on developing GIS application (web mapping) is additional advantage.
Able to work in team and under pressure, target oriented, fast adaptation
