Short-term COVID-19 M&E Assistant

Palladium is appointed by USAID to manage USAID-funded Health technical Assistance Project (BANTU), to support USAID Indonesia’s Country Development Cooperation Strategy (CDCS) by rapidly leveraging specialized short and long-term technical assistance to USAID, USAID-funded programs; the Government of Indonesia (GOI), and other organizations and agencies as required.

We are currently seeking a short-term COVID-19 M&E Assistant to work closely with USAID/Indonesia’s Office of Health and its local counterparts. 

JOB SUMMARY:

The USAID/Indonesia Emerging Infectious Diseases (EID) program is looking for a short-term COVID-19 M&E Assistant to support its new COVID-19 programs. The individual will assist in the development of an M&E framework for the new COVID-19 programs and support the development of effective USAID COVID-19 program monitoring, evaluation, learning and reporting of program activities and results including M&E plans, Performance Indicator Reference Sheets (PIRS) and timelines to ensure strong linkages across projects and lines of work. S/he will provide assistance to USAID in devising new and innovative ways to improve efficiency of data collection, processes, and quality of collected data. S/he will also provide M&E capacity building activities and mentoring to partners M&E officer as required and give inputs to the development of simple and practical knowledge management mechanism(s). Together with the Global Health Security (GHS) Communication Officer and USAID Communications team, the individual will establish a shared platform to organize M&E data, tools, guidelines and MEL reference documents from partners and stakeholders.

This short-term position is for an Indonesian (local hire) for a three (3) month period with potential extension for another three (3) to six (6) months. The position will be based off site with regular meetings and intensive communication with the USAID Project Management Specialist for Emerging Infectious Diseases (PMS EID).

REQUIREMENTS: Bachelor’s degree in management, development studies, statistics, social science, or related field; master’s degree is desirable; 3-4 years pf experience working in Project Monitoring & Evaluation, developing M&E frameworks, M&E plans, computerized data management systems with solid knowledge of the design, management and evaluation of development programs in Indonesia; familiar with topics related to public health, international donors, Government of Indonesia systems and health sectors at the national and sub-national levels; proficient in MS Office for data processing and surveying tools or other mobile data collection platform; able to think creatively about operationalizing and improving the MEL system of the program; basic knowledge of zoonotic diseases, emerging infectious disease/pandemic threats, and health security activities are desirable; excellent written and verbal communication in English and Bahasa Indonesia are required.
