Palladium implements the USAID-funded Health Policy Plus (HP+) Project. HP+ works with key stakeholders to advance health policy and financing for family planning and reproductive health (FP/RH), HIV, and maternal and new born health (MNH) at national and subnational levels. The project aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners' capacity to navigate complex environments for effective policy design, implementation, and financing aligned to the existing priorities.

Introduction

In Indonesia, HIV prevention program has shown an increase even though several obstacles still must be overcome. Indonesia has a commitment to achieve 90-90-90 as the fast track targets.  The fast track approach is expected to sharply reduce the number of new HIV infections, in accordance with sustainable development goals (SDGs). Based on MOH data, as of December 2019, 59% of people living with HIV knew their status, 20% of people living with HIV were on ART, and 1% of people living with HIV were virally suppressed.

There is a need to significantly scale up viral load testing to meet the guidelines of two tests in the first year followed by annual routine tests for stable patients on ART, as specified in MOH Circular Letter 1822/2019. Currently, the price of a viral load test in Indonesia varies between health services. For example, in Jakarta the prices for VL tests in 2019 in range between IDR 450,000 - 1,703,000 per test. As viral load testing is scaled up country wide, it is important to ensure that government payments for viral load testing adequately cover the cost of testing and that pricing is standardized across facilities with similar profiles.

Based on the need to find out what is a proper price for a VL test according to the type of health service, HP assists MOH to conduct Viral Load (VL) price setting study. This process already started several coordination meetings, including the process of determining the location of samples has been discussed and templates are being developed. There are as many as 6-8 health facilities that will be sampled in the provinces of Jakarta, Papua, and West Papua.

The next stage is data collection in the field planned through online. As in general data collection, it is passed through an administrative process that is submitting a permit letter from the Ministry of Health to each service that is sampled. A series of activities that will be carried out in this study included: initial workshop with Sub-Directorate and 6-8 health facilities that are the location and continued with data collection. A permit will be issued by the HIV MOH Sub-Directorate and the data will be collected by HP+.

The consultant will carry out duties relating to the administrative and secretarial support as follows: 

Developing a draft of invitation of meeting/workshop/seminar and to consult with Subdit HIV and distribute to the participants.
Proceeding with the permit process for data collection at selected health facilities.
Maintaining good communication with sampled health facilities regarding the preparation of data collection.
Managing and scheduling virtual data collection between HP+ team and hospital/clinic representatives.
Managing and scheduling virtual coordination meeting with Subdit HIV (and USAID) team.
Taking notes of any meetings with both health facility representatives and GoI counterparts.
Perform other relevant and related duties as required.


Propose Timeline

Timeline for Administration and Clerical Support is estimated for 45 days of data preparation and collection through online, initially started from mid of June until mid of August 2020. 


Qualification

Bachelor’s degree in Business Administration others related field. 
2- 4 years experiences in similar position. Good experience in using computer facilities required for developing the work as Microsoft Office Suite (Word, Excel, PowerPoint)
Experience working with Private Sector, the Government of Indonesia, or District Health Offices, hospitals, clinics, is preferred;
Excellent English writing, communication, and reporting skills
Flexibility, adaptability, and resourcefulness
