The Role

We are looking for Consultant for Baseline Study on Palm Oil Mills and Value Chain Analysis for Cocoa and Coconut. FAIR Partnership Project has achieved success in its pilot project implementation in 5 communities in Pelalawan District, Riau. Building on continued interest from PepsiCo and following the geographic priorities as directed by the Indonesian government, Oxfam has redirected its focus to local economic development needs in Sulawesi. A scoping study for selecting intervention area based on the target commodities (palm oil, cocoa and coconut) is done and has resulted in the decision to proceed with the Co-Creation and Preparation Phase of FAIR Project in North Konawe, South East Sulawesi.

Oxfam requires the engagement of a Consultant to conduct a baseline study on palm oil mills and a value chain analysis for cocoa and coconut in North Konawe. The result of this consultancy will be included in the qualitative data collection (as part of Oxfam’s mixed-methods approach to monitor progress and measure impact) as an essential element of the monitoring, evaluation and learning (MEL). Further, the Activity should contribute directly to Expected Outcome 2: Private sector coalition partners have established activity plans and budget commitments.

The Consultant will support the FAIR Project Manager and Private Sector Engagement Specialist in conducting two important baseline studies and in providing recommendation for designing the project intervention. These studies are:

To study the identified palm oil mills in relation to the legality aspects, (smallholder) supply base, production capacity, challenges etc.
To analyze the three value chains needs to inform decision making on objectives, outcomes and activities of the demonstration project and Private Sector motivators
What we are looking for

Organisation or team (consist of individuals) may apply
Team members with excellent knowledge and understanding of analysis of market, business and value chain analysis, community and business network relationships;
Team member with a master’s or higher degree in Agriculture, Business, Economics, Development Studies, or other relevant field;
At least 5 years of experience in value chain analysis, agricultural and commodity sector,
Experience in conducting market and/or firm research;
Understand research protocol such as data protection;
Excellent oral and written communications skills;
Excellent knowledge of the English language, with exceptional writing, presentation and communication skills
