Legal Officer

(Resident Position, Jakarta-based)

The ICRC Delegation in Jakarta is seeking a suitably qualified candidate to fill the above-mentioned position with below criteria:

Role Purposes

Legal Officer advises the delegation, in support to the Head of IHL Department, on international humanitarian law and national and/or international legal matters. S/he acts as the focal point for the delegation’s engagement with the academic circles, including in proposing strategies to address identified issues. When appropriate, s/he supervises and guides research on and analysis of specific legal matters as well as broader sectors of the national legal system.

Main responsibilities

serves as the delegation’s focal point in the engagement with academia, maintains and develops a network of academics through inter alia teaching of IHL in universities and/or higher education institutions;
leads activities with the academic circles and supports the implementation of strategies, programmes, and action plans related to IHL integration into academia.
drafts analysis/reports/non-papers/etc. on IHL, the national legal systems, or other legal matters as necessary.
supports the Head of IHL Department/Legal Adviser in the engagement with the authorities for IHL treaty participation and the development of relevant domestic legal and policy frameworks/mechanisms for IHL implementation objectives.
supports IHL dissemination activities directed at specialized audiences within the authorities as well as the public at large.
supports the implementation of strategies, programmes, and action plans related to IHL promotion and implementation objectives, including in monitoring of implementation and treaty participation of IHL and/or other relevant international legal norms (international human rights law, international criminal law, etc.).
performs independent research on and analysis of specific legal issues as well as broader sectors of the national legal system relevant for IHL implementation and promotion objectives.
represents the delegation in meetings with external counterparts.
flexibility in performing other tasks, including administrative tasks, as necessary.

Requirements

Background and Experience

1-3 years professional experience working in a similar field on international law either with government institutions, international organizations, diplomatic missions, universities, think tanks, research institutions, CSOs/NGOs, or other related entities is essential.
Holding a bachelor’s degree in law majoring in international humanitarian law, legal studies, international human rights law, international criminal law, or other public international law subjects is a must.
Possession of a master’s degree in international humanitarian/human rights/refugee/criminal laws is an advantage.
Other relevant practical experiences (internships included) in the field of international humanitarian/criminal/human rights/refugee laws is desired, but not essential.
Strong and solid understanding on the Indonesian legal system, public international law, international humanitarian law, human rights law, and international criminal law is an advantage.
Strong experience in working with or for universities/higher education institutions is desired.
Ability to think analytically and critically, especially on complex legal matters to provide reasonable solutions.
Research experience and publications on international humanitarian law, international criminal law, refugee law, human rights law, or public international law is an advantage.
Previous experience with the Red Cross/Red Crescent Movement or in a humanitarian organization is an asset.
Excellent skills to write clear and concise reports in English.
Excellent level of computer literacy, including internet-based research. Proficiency in Microsoft Offices, particularly on Outlook, Word, Excel, and PowerPoint are required.
Skill in administrative works.
The working language at the ICRC Jakarta Delegation is English. Proficient in English and Bahasa Indonesia both in oral and written is required. Knowledge on French is an asset.

A legal essay on one of these two IHL topics (600-800 words, excluding footnotes): “The importance to implement IHL at national level”; or “The relationships of IHL and human rights law”.
