Project Objective

Social Impact is responding to a two-year Task Order request to support the design and implementation of the Country Development Cooperation Strategy (CDCS) for FY 2020 - FY 2024 by providing technical, consulting, and advisory services related to monitoring, evaluation and learning (MEL) to the USAID/Indonesia mission. This includes providing M&E Technical Services (Objective 1), and M&E Related Advisory Services and Knowledge Management (Objective 2). This award will also provide targeted MEL support to enhance the Mission’s efforts to build a culture of learning through internal MEL-related training and learning-related tasks and events. This includes providing Improved Capacity for Learning and Adapting (Objective 3) and potentially extending this support to local organizations in order to strengthen their M&E capacity (under Objective 4).

Project Description

Under supervision of the Chief of Party, the MEL Specialist will lead monitoring-related support tasks such as updating Project Management Plans (PMP), compiling data, and capacity building for monitoring, evaluation and learning. The Specialist will oversee a M&E Assistant throughout the duration of the project.

The M&E Specialist will be full-time for a one-year duration of the project and will be based in Jakarta.

*Please note: This is a local position. Only Indonesian citizens will be considered for this role.*

Responsibilities:

·       Coordinate and be ultimately responsible for all data collection, monitoring, report generation, evaluation and related tasks. Promote the development of the Community of Practice.

·       Oversee evaluation design/methods selection, assessments, analysis, and research.

·       Oversee Data Quality Assessments.

·       Oversee PMP development, performance indicator development, third party verification, and other monitoring/PMP tasks.

·       Support MEL capacity building through designing and conducting M&E trainings.

Qualifications:

·       A Master’s in a relevant field and 12 years of related experience or a PhD in a relevant field and 8 years of related experience, including substantial demonstrated experience in designing, evaluating and/or assessing donor-funded programming in the areas of capacity building and learning.

·       Strong monitoring background, including extensive experience leading and managing evaluations, designing and updating PMPs, and strengthening institutional capacity.

·       Ability to lead diverse teams of technical and management experts and to interface with various stakeholders ranging from government to non-government organizations, donors and beneficiaries.

·       Demonstrated understanding of USAID evaluation policy.

·       Excellent English writing, editing, and communication skills.
