The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German implementing organization which provides services worldwide in the field of international cooperation for sustainable development. The GIZ Office in Jakarta oversees projects in Indonesia, Timor-Leste and ASEAN where GIZ works on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Federal Ministry of the Environment, Nature Conservation and Nuclear Safety (BMU) and other commissioning parties.

The project Domestic Resource Mobilization for Sustainable Development (DRM) has been commissioned by BMZ with a value of up to 6.000.000 EUR and an implementation period up to 2023. The objective of this Indonesian-German project DRM is as follows: The conditions for financing the national implementation of the 2030 Agenda in the areas of fiscal policy and tax administration have improved.

The project operates at the national level in the Ministry of Finance (Particularly DG Taxes, DJP and Fiscal Policy Agency, BKF) facilitated by GIZ Indonesia and focuses on four fields of activity (Intervention Area) as follow:

Further strengthening the capacities of BKF to improve fiscal policy formulation and carry out impact analysis of government revenue policy in line with the Agenda 2030, through evaluating Income Tax and VAT, conducting tax gap analysis and exploring new revenue sources.
Strengthening the capacities of BKF to evaluate and develop more comprehensive and better targeting subsidy policies, as well as fiscal incentive programs for energy efficiency and low carbon economy
Establishing the preconditions to improve the validity of the tax register. Increasing the proportion of taxpayers recorded in the tax register (natural and legal persons who oblige to file) who have submitted a tax declaration on time in the current year (from 59% to 66% in 2023).
Strengthening the capacities of the tax administration to increase tax compliance. Aiming to set majority of the corporate audit plan are based on the risk and the priority criteria of audit (60% in 2023).
To support the implementation of DRM in its four intervention areas, GIZ Indonesia is seeking 4 (four) qualified Indonesian interns, with the following roles and responsibilities, to assist each intervention area respectively:
                                    
Internship on Domestic Resource Mobilization Project

A.    Overall Responsibilities

The interns provide support for DRM on activities related to four intervention areas of the project. The objectives are to provide benefits for interns to broaden their chances for jobs and careers related to the area of public finance, economic development, taxation and sustainable development. The results of the internship period could potentially be used for Bachelor’ or Master’ theses.

B.    Specific Roles for each internship position

Interns #1 on DRM intervention area #1 – Government revenue (taxes and non-tax)

n  Fiscal policy formulation process

n  Impact analysis of government revenue policy

n  Evaluation of Income Tax and VAT

n  Tax gap analysis

n  New revenue sources (taxes and non-tax)

Intern #2 on DRM intervention area #2 – Fiscal incentives and subsidy

n  Fiscal incentives for energy efficiency

n  Comprehensive and better targeting subsidy policies

n  Fiscal incentive programs for low carbon economy

n  Incentives schemes for renewable energy

Intern #3 on DRM intervention area #3 – Database management and IT

n  Database Management  

n  Data migration process

n  Project Management

n  ERP (Enterprise Resource Planning) system

Intern #4 on DRM intervention area #4 – Tax Compliance Risk Management

n  Big data – data analytic

n  Data mining and data warehousing

n  Tax compliance

n  Risk Management

Required qualifications and competences
n  Final year or just graduated from undergraduate or post-graduate study in economics, public finance, information system, IT, engineering, social science or other related studies.

n  Knowledge in public policy, economic development, taxation and sustainable development.

n  Preferable has exposure in economic, finance, accounting, taxation, database management, or risk management, would be an advantage.

n  Excellent command of MS – Office (Excel, PowerPoint, Word, Visio).

n  Have strong data processing and analytical skill.

n  Proficiency in English language (reading, writing and speaking)

Duty Station: Jakarta

Working Hours: 5 working days per week, 8 working hours per day

Expected Joining Date: a.s.a.p.

Duration of Internship: up to 6 months

Reporting to: Advisor

Remuneration: The intern will in accordance with GIZ regulations receive a cost-of-living stipend intended to cover living expenses and accommodation if the intern basically resides outside Jakarta.
