Government Engagement Specialist - Jakarta Based

Background

Yayasan Plan International Indonesia is anticipated an 18-month project funded by European Civil Protection and Humanitarian Aid Operations (ECHO) titled “Capacity Strengthening and Preparedness of Displacement & Protection Cluster for Effective, Accountable, and Locally Led Humanitarian Response in 3 Provinces in Indonesia”. The project will be implemented by Plan International and ADRA consortia in Indonesia, specifically in three provinces: Banten, West Nusa Tenggara Barat, and Central Sulawesi. The consortia members implementing the project are Plan Finland, ADRA Germany, Yayasan Plan International Indonesia, ADRA Indonesia, MDMC, RedR Indonesia, and Pujiono Center. The overall project management will be managed through a consortium management team that will streamline the respective work implemented by consortia members.

Role Purpose

The Consortia Government Engagement Specialist is a responsible to build and strengthen engagement with project stakeholders, especially government counterparts (BNPB, BPBD, MoSA, Dinsos, etc), national/local CSOs and private sector relevant to the project. She/he will also be responsible to provide technical advice to consortia management team and consortia implementing partners on engagement strategies, capacity mapping, and actively promoting partnership and influencing in disaster risk management and emergency preparedness. The post-holder will report directly to the Consortia Manager and will coordinate with project staff of consortia member.

Dimensions of the Role

Report to the Consortia Manager.

Provide technical services to the consortia members to build and maintain effective relationships with government partners, national and local CSOs, and private sectors working in the areas of disaster risk management and specifically engaging with the Displacement and Protection clusters at national and provincial levels.

Provide technical advice and mobilise technical expertise on programme and policy issues on disaster management in Indonesia including needs assessment and analysis, policy mapping and analysis, coordinating the development and implementation of advocacy strategy, and actively representing the consortia and project in relevant forums during the course of the project;

Develop new methodologies to improve the liaison processes with governments at national and local levels, consortia member partnerships and keep abreast with relevant best practise and evidence collected to improve protection mainstreaming in disaster preparedness.

Abide by the Humanitarian Ethics and principles, including Core Humanitarian Standards, Do No Harm, and Code of Conduct, and committed to comply with Plan International’s Global Policy on Safeguarding Children and Young People.  

Technical expertise, skills and knowledge

Essential

Undergraduate degree in Political Science, Governance Science, International Relations and other relevant field with at least 10 years’ progressive experience (or 5 years for relevant Master’s degree) in International Relations, Development Studies, Social Policies and Development, and with a strong experience with institutional grant management;

Practical knowledge and experience in humanitarian and disaster risk management, especially working closely with governments at the national and local levels (BNPB, MoSA, BPBD, Dinsos, etc);

In-depth understanding of government bureaucracy, roles and responsibilities, and policy making processes;

Thorough understanding of humanitarian principles, standards, and national/local policies.

Excellent time management skills, able to lead processes and coordinate between a wide range of technical experts.

Excellent organisational skills and attention to details.

Desirable

3 years of experience working in similar position in non-governmental organisations and/or working with consortium.

Experience in working with a wide range of actors/multistakeholders.

Demonstrated work experience in humanitarian and development settings.

Extensive network of development and humanitarian actors.
