Palladium is appointed by USAID to manage USAID-funded Health technical Assistance Project (BANTU), to support USAID Indonesia’s Country Development Cooperation Strategy (CDCS) by rapidly leveraging specialized short and long-term technical assistance to USAID, USAID-funded programs; the Government of Indonesia (GOI), and other organizations and agencies as required.


We are currently seeking a short-term Senior Communicable Disease Prevention and Control Advisor to be seconded to the Office of the Directorate of Communicable Disease Prevention and Control, the Ministry of Health.


JOB SUMMARY:


The current COVID-19 pandemic impacted the fight against HIV, TB and malaria and threatens to reverse decades of progress. Up to 75% of HIV, TB and malaria programs have been disrupted due to lockdowns, transport stoppages and resources diverted to COVID-19. Recent studies show that deaths from HIV, TB and malaria may as much as double in the coming year as a knock-on effect of COVID-19.


Palladium is recruiting for a short-term Senior Communicable Disease Prevention and Control Advisor to be seconded to the Office of the Directorate of Communicable Disease Prevention and Control of the Ministry of Health to ensure the strategic integration/engagement to improve the performance of Communicable Disease Prevention and Control. The individual will support and coordinate multi-sectoral activities under the direct transmitted disease and prevention control, particularly ensuring the effective collaboration among relevant sectors, institutions and partners. S/he will provide advice and support to the Director of Communicable Disease Prevention and Control on strategic planning, implementation and monitoring and evaluation GF implementation for AIDS, TB and Malaria (ATM). The advisor will explore possible actions in strengthening communication, coordination, and collaboration between the Director of Communicable Disease Prevention and Control with other ministries, countries and regional/international organizations and fora. The individual will advise and support the Director of Communicable Disease Prevention and Control on issues related to health security, and as needed will support USAID in establishing and maintaining a strong and effective working relations and coordination with senior-level officials within the national government(s) of Indonesia, the multilateral and bilateral donor community, Indonesian and international civil society organizations, and members of the academic and scientific community to shaper overall but not limited to TB-HIV policy in Indonesia and to advice an effective USAID TB-HIV programs in Indonesia.


This part-time short-term position is for Indonesian (local hire) for a three (3) month period and to be based at the Ministry of Health, Jakarta, Indonesia.


REQUIREMENTS: Medical Doctor (MD) with a postgraduate degree and Professor/Professor Emeritus or senior lecturer in medical sciences are required; more than fifteen (15) years of progressive experience with the development and management of direct transmitted diseases programs in Indonesia is required; international experience on issues related to health security and rect transmitted diseases is desirable; demonstrate experience in national, regional, and international communication, coordination, and multisectoral collaboration related to Communicable Disease Prevention and Control; fluency in both written and spoken English level-4 is required; required to independently prepare and edit technical documents and correspondence at a professional level on a regular basis; able to speak and make formal presentations on regular basis in English and Bahasa Indonesia; must demonstrate a high degree of interpersonal, analytical, communication, managerial, leadership, planning, negotiating, and problem solving skills.
