Islamic Relief Worldwide in Indonesia was operation since 2003 following the MOU signing with the Ministry of Home Affairs. The objective of IRW in Indonesia programme is to contribute to the social welfare of the Indonesia people and to alleviate the suffering. The main sector for the programme include:

· Sustainable livelihood
· Education
· Child Welfare
· Shelter
· Disaster Risk Reduction
The geographical area are Banten, NTB, Aceh and Central Sulawesi province directly implementing or through partners.
Islamic Relief Worldwide in Indonesia is looking to recruit Cash and Voucher Assistance (CVA) Specialist based in Palu, Central Sulawesi.
Reporting Line:
For this particular assignment, you will perform your duties under the direct supervision of the project Coordinator and dotted line supervision from the Head of Program.
Job Summary:
Under the guidance and direct supervision of the Project Coordinator, the CVA Specialist will lead the technical implementation of cash and Voucher Assistance adhered to the project focus and desired modality, ensure the cash and voucher appropriateness put in place, set the cash and voucher phases and sequences, and define relevant FSP (Financial Service Provider) along with delivery mechanism. He must perform his assigned areas with respect to technical assessments, awareness raising, beneficiary profiling, designing and delivering trainings. The respected position will capacitate the project team in understanding CVA principles and guideline.
Specific Skills &Responsibilities:
· Implement all project activities according to the Detailed Implementation Plan
· Set the market assessment and needs assessment tools in consultation with core management in the area and the country office
· Conduct research on MEB (Minimum Expenditure Basket) in the targeted project location)
· Lead special assessment on economic productive supports on people losing income due to Covid-19 pandemic
· Maintain liaison with Cash working group at the national and regional level. Liaises with partners, GO and NGOs to exchange knowledge and good practices of Cash and Voucher Assistance.
· Set the delivery mechanism (Voucher. Electronic voucher/Electronic money) used for exchanging needs and work closely with the logistic to do pre-qualification on the vendors, and prepare any prompt modality shifting in case of changes in the community situation.
· Supervise data management and ensure them filled up into IR System in close coordination with MEAL department
· Prepare any form of report (weekly, monthly and progress report)
· Initiate the capacity building for project team this include the thematic sector and specific modality outlined in the project
· In close coordination and collaboration with project Coordinator and MEAL Coordinator for Project Monitoring and Evaluation.
· Assess and review the performance of the volunteers and report to the project Senior Management team in the area
Experience/Education:
· Relevant education background in social development, management
· Four years minimum experience in relevant field.
· Capacity to work under pressure
· Computer literate with fluency of using Microsoft Word, Excel, survey tools
Skills:
· Demonstrated ability to conduct/oversee evaluations, reviews, assessments, etc.
· Experience in the evaluation of development projects using a range of qualitative and quantitative methods.
· Proven expertise in Cash and Voucher Assistance is must
· Able to write report quality report supported by data and evidence
· Flexible
· Knowledge and practical understanding of and ability to work within both relief and development NGO contexts.
