Request for Proposal 1833-XX Production of Behaviour Change Communication (BCC) Materials to Promote School Attendance Once Schools re-open In East Java and East Nusa Tenggara Province, Indonesia

 Dear Potential Bidders,

 

Nutrition International (NI) is implementing the MITRA Youth project in collaboration with the Government of Indonesia (GOI) to address iron deficiency anemia among the school going, adolescent girls. The project is being implemented in selected districts of East Java and East Nusa Tenggara provinces with the funding support of Department of Foreign Affairs and Trade (DFAT), Government of Australia. The major components of the project are the supplementation of Weekly Iron Folic Acid (WIFA) tablet, promoting nutrition education, capacity building, and well-designed behaviour change communication campaign.

 

The COVID-19 pandemic has affected educational systems worldwide, leading to temporary closures of schools, universities and colleges. Similarly, all schools and educational institutions are temporarily closed in Indonesia to reduce the spread of COVID-19. School closures impacted not only students, teachers and families but have far-reaching economic and social consequences including behavioral issues among adolescents, food insecurity as well as limited access to childcare, health care, etc.

 

Ministry of Education and Culture, GOI has removed the zone limitation in November 2020 as they believe that regions are the best judge to come up with the best solution as per the local context to conduct face to face teaching and learning sessions in schools. Thus, once schools re-open, then proper working of UKS – Usaha Kesehatan Sekolah (Health School Unit) is critical. Therefore, attention to be given on cross-sectoral involvement to make schools safe. This program is expected to play an active role in preventing the transmission of COVID-19 if schools decide to reorganize the teaching and learning process during the pandemic.

 

Nutrition International through MITRA Youth project would like to support government stakeholders to improve school readiness and help them to better equipped with necessary tools or equipment when it's ready to re-open. Also increase awareness among adolescents, teachers and parents on COVID-19 health protocols to be maintained in schools with clear and actionable guidance for a safe return to school so that spread of COVID-19 can be prevented. The protocols and guidance to be followed by various types of schools run by the Ministry of Education or the Ministry of Religion.

 

Given above, NI seeks proposals from the competent agencies/individual consultants with the required expertise to develop behaviour change communication materials such as Audio-Visual, Posters and Compliance Card to promote the implementation of COVID-19 health protocols in schools in East Java and East Nusa Tenggara. These materials will be printed and disseminated through TV, Video, Mobile Phones, Social Media, Youtube, WhatsApp etc. and used for the counselling purpose.
