KOMPAK Program
KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia's efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work. KOMPAK focuses its efforts on three result areas:
- Supporting Local Governments and Service Units to better address the needs of basic service users;
- Supporting the poor and vulnerable to benefit from improved village governance; and
- Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.
The Opportunity
The key purpose of this assignment is to support DG Bina Pemdes and KOMPAK in providing input on policy and implementation guidelines of village financial and asset management.
Key Duties
- Provide analysis on practice and learnings from the implementation of MOHA instructions No 3/2020 on APBDes Revision and implication with Permendagri 20/2018 on village financial management
- Provide technical input on the development of technical guidelines for village financial an asset management to support implementation of Permendagri 20/2018
- Provide technical input on simple tools to analyse and track results of village planning and budgeting (APBDes realization) and be used by BPD, community and kecamatan for binwas.
- Provide technical input on the use of data from Siskeudes consolidation to support development of evidence-based village financial management policy
- Collaborate with other KOMPAK team at national and sub-national to support development of governance design of Binwas on village financial management by kecamatan
- Provided technical support for the implementation of the APBDes analysis survey conducted by KOMPAK research team
- Together with TA-PKAD at the central level, provide technical support for the expansion and institutionalization of Integrated PKAD (PKAD Terpadu)

Key Requirements
- Bachelor’s degree in relevant disciplines e.g. law or economic or other social majors
- Minimum 10 year working experiences with Government of Indonesia as consultant
- Has experiences in managing development programs with village base
- Has adequate knowledge on village financial management policy
- Good communication skills
- Has experience in working with multi-stakeholder and good networking
- Bachelor’s degree in relevant disciplines e.g. law or economic or other social majors
