Call for Proposal for Human Resources Review and Finalisation of Rikolto Staff Regulation, Policy and Procedure

In Indonesia, Rikolto operates in 7 provinces and focuses on 5 main commodities (rice, coffee, cocoa, cinnamon, seaweed) and 2 thematic initiatives (Food Smart City and Payment for Ecosystem Services).

Individual or Corporate Consultant for Human Resources – Review and Finalisation of Rikolto Staff Regulation, Policy and Procedure  

     

I.           Main Objective    

   

The main objective is to support Rikolto Indonesia Human Resources and Operations to review and revise the current staff personnel policies, practices and regulations, and to adjust it based on the respective new policies in related with UU Cipta Kerja and as well as referring it to Rikolto’s MoU to meet the needs of Rikolto Indonesia as a non-profit organisation.    

   

II.         Description of Assignment and Deliverable    

   

The consultant will report to the HR and Operations Director in carrying out the expected tasks, processes and deliverables.    

The consultant shall undertake the following tasks:    

  • Reviewing the current personnel regulation and procedures of Human Resources    
  • Provide technical input for the Indonesian labour laws including UU Cipta Kerja, specifically the manpower chapter to ensure that Rikolto is not against any government mandatory towards the employment and organisation obligations and rights during the reviewing process.    
  • Review personnel administration such as : contract templates, necessary HR forms to support the implementation.    
  • Advise the HR team and Rikolto management in the analysis of the inputs and requirements regarding the update version of the revised Staff Regulation and provide recommendation prior implementation    
  • Providing risk analysis for any HR principles of the Non-profit organisation and how to sufficiently adapt the government of Indonesia’s law in Rikolto’s policy.    

   

The assignment will have the following deliverables:

2nd phase: Finalisation the personnel policy (when the Peraturan Pemerintah is released)

III.       Consultancy Period and Work Location    

   

The consultancy period is estimated carried out for 4 months, starting January 2021 and might be extended depend on the needs and deliverable of assignments.    

The consultant is not required to be based in Rikolto office in Denpasar but travel to Denpasar might be required within this consultancy period. The consultant will ensure good internet connection in his/her place to ensure good virtual communication.    

   

IV.      Report and Progress of Work    

   

The consultant will frequently update / provide progress of his/her work to the Rikolto’s Executive Management Team and is expected to provide input or recommendations if any problems occurred in completing the works in time. Intensive collaboration and exchange is expected to be conducted by any communication means.    

V.        Qualifications and Requirements    

   

  • Having strong knowledge in manpower regulation of Indonesia    
  • Minimum of 10 years of work experience in Human Resources Management and/or Development; having experience working with INGO is a plus.    
  • Experience or exposure to the Indonesia labor law especially in the context of humanitarian/non-profit organisation    
  • Having legal certification / advocate license is a preference    
  • Strong analytical skills, including legal analysis;    
  • Excellent command of spoken and written English.
