Functional Context

 

The Indonesian Domestic Biogas Programme (IDBP) or known as the Biogas Rumah (BIRU) programme is a program managed by Hivos (Humanist Institute for International Cooperation) since 2009. In the first years of the implementation, this programme was managed and implemented by Hivos with Technical Assistance from SNV–Netherlands Development Organisation. In 2012, Hivos engaged Yayasan Rumah Energi (YRE) as the implementer and built cooperation with national as well as local stakeholder organisations, public as well private, interested in taking on essential functions

 

The IDBP aims to promote the use of biodigesters as a local, sustainable, energy source by developing the market while working towards the development of a commercial, market-oriented sector, leading to the creation of jobs. The IDBP seeks to disseminate renewable energy programs through the use of biogas reactors as an energy source and the use of bio-slurry (biogas pulp) as a natural fertilizer.

 

Since its start of implementation in May 2009 to September 2020, the IDBP has built 25,065 biogas reactors in 14 provinces in Indonesia, namely Aceh, South Sumatera, Lampung, West Java, Banten, Central Java, DI Yogyakarta, East Java, Central Kalimantan, South Sulawesi, Central Sulawesi, Bali, West Nusa Tenggara and East Nusa Tenggara (Sumba) with support received from various donors and stakeholders.

 

As part of the project deliverables for the PoP, Hivos will commission a final evaluation of the project to assess the project performance and its impact, stretching out from the first implementation of IDBP that was supported by Endev in 2013 until 2020, while focus of target area for evaluation is aligning with the target area of POP. The evaluation will also generate lesson learned and develop specific recommendations and a synthesis report for major stakeholders to promote sustainability and long-term impact to the beneficiaries.

 

Purpose of Evaluation

The main purpose of this final independent evaluation is to assess the extent to which the project objectives have been achieved and at assessing the impact of the project particularly in the establishment of a sustainable market based domestic biogas sector.

 

Scope of Project Evaluation

The project evaluation is meant to assess the project performance and achievements vis-à-vis the project’s objectives, indicators and results, as well as the impact of the project to the beneficiaries. The evaluation should be based on the six evaluation criteria from the Development Assistance Committee of the Economic Cooperation and Development (OECD/DAC) – Relevance, Coherence, Effectiveness, Efficiency, Impact, and Sustainability.

 

Timeframe

The fieldwork should be completed in no more than 2 weeks (exclude assignment days for the pre and post field work). The draft of the final report should be presented no later than 5 weeks after commencement of the contract. . 

 

The assignment to be conducted from 1st February to 31st March 2021.

 

Budget

Maximum budget for the entire assignment is IDR 415,000,000 (incl. tax). The budget offered will be subject to negotiation after selection of the team of consultants.

 

Consultant Qualifications

The following are the selection criteria for the team of consultant(s):

·         Solid experience and proven track record of carrying out project evaluations

·         Demonstrable relevant academic and practical experience in qualitative and quantitative research methodology, evaluation design and implementation

·         Good understanding of Indonesia’s biogas sector issues with proven background in evaluating community development projects with in-depth knowledge of sustainable development, accountability and project cycle management and gender analysis

·         Excellent reporting and communication skills

·         Proven experience of using participatory tools as a means of data collection for project evaluation
