Background of the Project and Assignment

The Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Agriculture (PRISMA ) is a five-year program (2019 – 2023) funded by the Australian Government’s aid program and implemented in cooperation with the Government of Indonesia. The program will build upon the achievements and results of Phase 1 (2013-2018), using a market systems development (MSD) approach to support inclusive economic growth in Indonesia’s agriculture sector.

PRISMA will improve smallholder farmers’ competitiveness and access to new markets, better inputs, know-how, and technology. It will aim to achieve a sustainable 30% increase in the net incomes of a further 700,000 smallholder farming households in Indonesia by 2023 (including phase one 1 million farming households). The program operates in six provinces: East Java, West Nusa Tenggara (NTB), East Nusa Tenggara (NTT), Papua, West Papua, and Central Java. 

Purpose of The Position

Under the direction of the Head of Communications & Government Relations, the Provincial Manager should ensure the buy-in from the local and provincial governments on PRISMA Program and activities in two provinces: West Papua and Papua.

Roles and Responsibilities

This position will be expected to:
  • Ensure buy-in from the local government on PRISMA program and activities in their respective regions.
  • Liaise and become the focal point between the provincial/local governments including members of parliament, advocacy stakeholders, and PRISMA in the region
  • Provides consultancies for the sector teams in the development of intervention concepts ideas/notes in the respective province particularly in regards with the critical constraints and opportunities to business enabling environment of the region.    
  • Support PRISMA activities in the region by providing and updating critical information and advice on activities regarding the local situations particularly in relation with local governments and/or provincial government as well as arranging meetings with the relevant stakeholders particularly local/ provincial governments.
  • Oversee all assigned interventions in their respective provinces and provide support to ensure all interventions can be smoothly implemented.
  • Ensure the collection of socio-economic data and report specific to their province and ensure the preparation and regular update of competitiveness strategies relevant to their provinces.
  • Prepare on a quarterly basis, provincial progress reports for related stakeholders which highlight key intervention objectives, anticipated outreach for the program area,  intervention progress and updated risks and mitigation strategies.
  • Other tasks as reasonably requested by Head of Communications & Government Relations.

Key Selection Criteria

1. Essential
  • Have strong and deep working knowledge and experience in working with local governance or conversant.
  • Background of Government Relations in the private sector environment is highly desirable;
  • Good understanding of competitiveness area or economic and the drivers of change;
  • Excellent communication and relationship management skills;
  • Working experience in the program target area;
  •  Vast network among public and private stakeholders in Papua and West Papua is a must.
2. Desirable
  • Good command of English,
  • Background in economics, public law, public administration, or political science.
