VACANCY USAID/IUWASH PLUS: Individual Consultant for Regulation and Institutions Improvement UPTD ALD to Badan Layanan Umum in Jakarta

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight-month initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:

1.         An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and

2.         An increase of 500,000 people in urban areas with access to safely managed sanitation.

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

 

To achieve these outcomes IUWASH-PLUS need high caliber candidate to fill the position of

 

Individual Consultant for Regulation and Institutions Improvement UPTD ALD to Badan Layanan Umum Kota Bekasi, Makassar dan Kab. Gresik based in  Jakarta (JOB CODE: FPICA/RBLU_JKT)

 

Objective:

The main objective of this assignment is compiling document feasibility PPK BLUD consist of technical requirement, substantive requirement, administrative requirement

 

Responsibilities:

a.      Together with the local government to develop the Petitioners Team, the Assessment Team and the PPK BLUD Implementation Determination Team;

b.     Prepare a framework and roadmap for upgrading the status of UPTD to UPTD with PPK BLUD

c.      Collecting data from all relevant local stakeholders regarding all SPAD information, including their roles and responsibilities, all completed, ongoing and planned SPALD programs and budgets, etc.

d.      Compile compliance with substantive and technical requirements.

e.      Compiling Administrative Requirements Fulfillment:

·  Statement of commitment to improve service performance, finance, and benefits to the community;

·  Governance Pattern (Work Procedure);

·  business strategic plans;

·  Financial statements or prognosis / financial projections

·  Minimum Service Standards (SPM)

·  latest audit report or statement of willingness to be audited independently

f.      Provide technical assistance in preparing administrative requirements for the implementation of PPK BLUD

g.     Identification of all problems (both technical and non-technical)

h.      Facilitating participatory work sessions in the preparation of the feasibility of PPK BLUD documents

i.     Facilitating stakeholder meetings to finalize and reach agreement on PPK BLUD

j.      Facilitating regular stakeholder meetings with related parties (UPTD PALD, Dinas, etc.) to discuss assessment results and reach agreement on priority programs in the form of signing an agreement.

k.       prepare a Business Plan and Budget (RBA)


Minimum General Qualifications:

USAID IUWASH PLUS will seek a consultant to implement the above work, with following qualification:

·       Have (at least) a bachelor's degree in Law / Financial engineering / urban planning engineering;

·       More than 5 years experiences in understanding and formulating regulations at the local government level related to sanitation (domestic wastewater),          institutional and financial issues of local government and the technical matters listed therein in general with the local context;

·       Experience in developing PPK BLUD and all requirements;

·       Experience technical and management assistance of UPTD PALD / LGExperience in developing PPK BLUD and all requirement
