VACANCY USAID/IUWASH PLUS: Individual Consultant for APBD Year 2020 Data Collection and Analysis for North Sumatera Region

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight-month initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:

1.   An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and

2.   An increase of 500,000 people in urban areas with access to safely managed sanitation.

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

Individual Consultant for APBD Year 2020 Data Collection and Analysis for North Sumatera Region (JOB CODE: STTA/DCA_NSRO)

 

Objective

The objective of deployment of STTA is to collect, develop the analysis and deliver the analysis of APBD year 2021 allocating for WASH sectors and additional analysis of 2020 budget realization related to Covid19 compared to the original Year 2020 local budget. These analyses will be conducted in 5 municipalities of North Sumatra, i.e. city of Medan, Tebing Tinggi, Pematang Siantar, Sibolga and district of Deli Serdang.  

 

Scope of Works

The tasks and responsibilities of the STTA will include, but not be limited to, the following:

§  The consultant will work for APBD year 2021 data collection and input into the Toolkit of ’APBD increase tool’ and do the filling for all collected data in the form of hard and soft copy model;

§  The consultant will develop the analysis of WASH allocation, budget allocation for Covid19, poverty alleviation allocation and gender responsive budget allocation for all cities/district using the toolkit of ‘APBD increase tool’ and its report summarizing the information obtained from APBD year 2021;

§  Analysis of 2020 budget realization related to COVID-19 compared to the budget allocation 2020 prior to COVID-19 

§  Work closely with regional urban water specialist (UWS) and sanitation specialist (USS) to collect related data of water and sanitation and input it into ‘APBD increase tool’.

 

 

Minimum General Qualifications:

 

The STTA will have to fulfill the qualifications of:

§  Minimal education background is D3 from any field of discipline.

§  Familiar with Microsoft excel and word;

§  Having experience dealing with local government official;

§  Understand of APBD information including activities nomenclature information

§  Preferable stay and live in Medan or its region.
