VACANCY: USAID/IUWASH PLUS - Individual Consultant - Senior Capacity Building Expert in Jakarta

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight-month initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:

1.     An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and

2.     An increase of 500,000 people in urban areas with access to safely managed sanitation.

 

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision

The Swiss State Secretariat for Economic Affairs (SECO) acting through the United States Agency for International Development (USAID) share the mutual goal of improving performance of water utilities to increase access to clean water in Indonesia, particularly to address two technical challenges that are especially impactful: (1) high rates of non-revenue water (NRW); and (2) poor energy efficiency (EE). To provide a comprehensive and measurable NRW reduction and EE improvement in Indonesia, SECO agreed to co-finance USAID for a three-year technical assistance program, implemented under the current USAID IUWASH PLUS program with seven PDAMs in two regions, i.e. West Java and Central Java provinces.

Individual Consultant - Senior Capacity Building Expert (JOB CODE: STTA/SCB_JKT)

 

 

Objective

To increase capacity and provide more knowledge in implementing Capacity Building for PDAM staff based on competency, it is necessary to create a system of education and skills training that refers to national standards and is linked to the real needs in the field. To support this, USAID IUWASH PLUS - SECO will recruit a Senior Capacity Building Expert to support the Capacity Building team.

The Senior Capacity Building Expert will join the USAID IUWASH PLUS SECO team under the direction of the National Institutional and Training Specialist, to support the Capacity Building Component at the National level. General tasks include to (1) coordinate and support the National Capacity Building program on further advancing skill development of PDAM staff (2) strengthen the BTAM (technical training center of MoPWH as a means to support advanced skill development of PDAMs and (3) where needed support other specific studies related to PDAM skill development.

 

Scope of Works

Specific Task and responsibilities of the Senior Capacity Building Expert (Water Supply) are:

1.     Support SECO National Capacity Building Program on advancing PDAM skill development

a.      Support in the coordination of SECO - Capacity Building activities/studies at the National level with key stakeholders in Government (MoPWH, BTAM, PERPAMSI, YPTD, LSP AMI, BNSP, etc.)

b.     Provide expert inputs, comments and review of reports by SECO consultants, partners and other relevant stakeholders

c.      Arrange, attend and record results of regular internal and external meetings related to National Capacity Building program

d.     Evaluate results, recommendations and remaining issues of the National Capacity Building program developed under the SECO program

e.      Provide valuable inputs in the Quarterly, Final and specific technical reports relayed to the National Capacity Building program

2.     Strengthen BTAM (Training Center of MoPWH) through detailed study on:

a.      Review of Job description and Function of BTAM and provide suggestion as necessary

b.     Analyze results, weaknesses and propose improvements to BTAM staffing structure

c.      Support development plan / roadmap of BTAM

d.     Review the development and management of COE under BTAM

3.   Support other specific studies related to PDAM skill development

 

Minimum General Qualifications:

The professional manpower required for this position of Institutional and Training Specialist are:

  • Minimum S1 (but preferably S2) in Environmental Engineering
  • Minimum 15 years professional experience in Indonesia with international organizations preferably including USAID supported environmental programs
  • Experience in conducting Capacity Building activities especially related to environmental subjects (training development, roadmaps, etc) and also with MoPWH
  • Demonstrated ability to communicate effectively (written and oral) in English and Indonesian
  • Demonstrated experience in writing of technical reports, studies and or roadmaps.
  • Excellent interpersonal skills with the ability to work in a team environment as well as independently with limited supervision.
