Econusa Foundation Vacancy: Ocean Policy Advocacy Coordinator

 The EcoNusa Foundation is a non-profit organization that aims to enhance various local initiatives of Tanah Papua at national and international levels in an effort to provide support for sustainable management of natural resources in Indonesia. The EcoNusa Foundation was established on July 21, 2017 in Jakarta. EcoNusa encourages the development of the capacity of civil society organizations to conduct advocacy, campaigns, communication, stakeholder engagement, and dialogue among stakeholders to meet the sustainable management of natural resources and promote transparency, conservation, and equality values. To achieve its mission, EcoNusa carries out several programs including: Local Community Resilience, Policy Advocacy, Eastern Indonesia Communication Center, and Local Economic Development.

EcoNusa sees Indonesia's ocean must remain healthy and sustainable in order to benefit future generations. As a large marine biodiversity country, Indonesian ocean is also being  threatened by human activities. One of the ocean problems is the current policies and management of marine and fisheries which have not prioritized sustainable development as the main pillar of its development. As a result, several conditions of overfishing in almost all fisheries management areas of the Republic of Indonesia (WPP-NRI). In addition, communities have not been aware of environmental issues , this is indicated by the large amount of waste that can be found in coastal areas and in the sea.

 

EcoNusa's intervention for marine and fisheries issues is to develop a strong networks and coalition with NGOs and community groups and other relevant stakeholders as an observer group to advocate marine and fisheries policies and management. In the coalition EcoNusa will facilitate various critical studies, public discussions, and develop recommendations to seek solutions at various levels.

PURPOSE OF JOB

She/he will accelerate mission and work of coalition,  develop and maintain strategic communication and engagement with all relevant parties to achieve its goals.

 

ROLES AND RESPONSIBILITIES

·        Working with NGOs network, community gorups and other strategic stakeholder to develop plans and strategies for policy development on priority issues including coastal, capture fisheries and aquaculture, conservation and the UU Cipta Kerja.

·        Conduct regular engagement with the central and local governments including other key institutions such as legislative (DPR/DPRD), political parties, community organizations and relevant individual contacts and networks to ensure more effective policies on sustainable marine and fisheries justice.

·        Advocacy coordination on marine and fisheries issues in EcoNusa priority areas together with NGOs and networks, including Papua Region Mitra Pembangunan and Bird Head Seascape.

·        Monitore and and follow marine and fisheries policies development and create regular update.

·        Work closely with EcoNusa communication staff to ensure all activities and publications are delivered regularly to public through internal communication channels and media partners.

·        Contribute to support Papua Region Mitra Pembangunan in promoting low carbon development initiatives.

·        Implement communication strategy and develop EcoNusa’s ocean program portofoli at the national and local levels. This includes liaison to media journalists.

·        Carry out evaluation and analysis related key policies and regulary create policy paper, brief, articles and stories.

·        Responsible for administration and regular report to provide updates

·        Attend meetings and coordination with networks, and other marine and fisheries meetings relevant to the mission.

·        Develope knowledge and sharing lessons learned to other EcoNusa staff

 

QUALIFICATION AND EXPERIENCES

·        Bachelor’s  degree from Law, Social Politics, Communication, Marine and Fisheries.

·        At least 5 years experience in policy advocacy, especially in marine and fisheries issues.

·        Experienced in handling of NGOs networks or a coalition of network.

·        Good knowledge related to Indonesia marine and fisheries laws and policies. This includes policies protection for small scale fishers/ fish farmers and coastal communities.

·        Good public policy research and advocacy or similar positions in NGOs or have worked on similar projects.

·        Possess good policy analysis skills and the ability to prepare policy papers, policy briefs and articles for a various audience.

·        Have an excellent communication skill and is a good public speaking. Able to communicate with policy makers and including journalists.

·        A good team player and problem solver who can work independently with minimum supervision.

·        Flexible and dynamic character and has a good network.

 

WORKING RELATIONSHIP

Internal : working closely with Ocean team and Communication department

External :working closely with network of NGOs, media and academias.
