A study “Landscape analysis on children and youth engagement in climate and health in six LMICs in Africa and Asia

March - April 2021

 

BACKGROUND

Young people in low- and middle-income countries (LMICs), particularly in Asia and Africa, are at the forefront of suffering health impacts of climate change. Children and youth face more severe socio-economic challenges and have poorer baseline health conditions than adults. Bangladesh for example, young people (approximately half of the total population) are especially at risk of urban heat island effect from elevated temperature and groundwater pollution caused by increased precipitation, exacerbated by insufficient health services.

 

Children and youth, however, are also active agents of change. Neither a passive victim nor a dependent observer, they have demonstrated the capacities and agency to contribute to climate action and disaster resilience.

With young people comprising of a large proportion of the world’s and LMICs’ population, their engagement in climate action and decision-making is crucial for intergenerational and environmental equity. This is the environment young people inherit because of dramatic human-driven changes, including climate change,

 

Within this context, Stockholm Environment Institute (SEI) and Save the Children International (SCI) propose to identify, classify, evaluate and map existing and potential stakeholders and initiatives active in the field of children and youth involvement in climate and health, particularly health impacts of global heating, in six LMICs in Africa and Asia. We have preliminarily selected Bangladesh, Indonesia, Vietnam, Ethiopia, Kenya, and Senegal.

SCI will collaborate with Save the Children Indonesia to conduct this study with relevant stakeholders both in National and Sub-National Level in Indonesia. The study will also involve children as the participants to share their voice regarding climate change issues. The study

has several objectives:

 

  1. To understand the current state of different forms of knowledge and awareness on climate change, health, and children and youth futures.
  2. To identify, map and analyse government legislation and policy related to climate change, health, and children and youth futures, in the six focus countries.
  3. To identify, map and analyse the main activities, strategic priorities, best practices and lessons learned of actors and stakeholders relevant to children and youth engagement on climate change and health working at local and national scales in the six focus countries, as well as at regional and global scales.
  4. To understand the effectiveness and quality of children and youth engagement in tackling climate change and health issues, including existing enabling factors for and barriers to strengthening children and youth engagement in the six focus countries.
  5. To develop actionable recommendations for Wellcome Trust and potential strategic partners on enhancing children and youth engagement in addressing climate change and health issues in LMICs in Africa and Asia, across scales.

 

To ensure the process of data collection, we intend to hire a Researcher to support the process of the this study.

 

OBJECTIVE

 

The researcher conduction the function will be conducting the following activities during the survey period.

  • To roll out and coordinate the online survey that SC reaches optimal sampling size.
  • To coordinate with all individual/group informant about the study and data collection schedule arrangement.
  • To conduct either remote or in person Key Informant Interview.
  • To facilitate all Focus Group Discussion (Virtually) with group of stakeholders, including children group.      
  • To prepare response transcript in Bahasa and English
  • To provide the inputs to the draft report developed by the SEI and ARO team

 

The main activity is to conduct the interview with the selected and identified informants and produce the survey document. The period of the works will be total 30 effective days starting from 1 March 2021 to 30 April 2021.

 

DELIVERABLES AND TIMELINE

 

In line with the assignment as identified above, the followings are expected deliverables from the researcher.

  • Simple workplan for the entire data collection (KII, FGD, and timeline)
  • Transcript on the interview & FGD
  • Timesheet for the interview & FGD session

Input and feedback on the draft report

  • Interview & FGD Session Recording File
  • Participants list and photos from the interview session.
  • Daily progress update.           

 

BUDGET AND TIMEFRAME

 

The consultant will be hired for 30 (thirty) effective days in 2 (two) months period in March and April 2021. The total budget for the consultancy work with the objective, activities, deliverables, and time period .This payment is all inclusive namely within-city transportation allowance, communication, document printing, copying and stationary, as necessary.

 

The term of payment will be arranged in line with the work implementation. For this consultancy work, the payment will be made twice with the following arrangements:

 

  • First payment totaling 40% will be made after all data have been collected
  • The second payment totaling 60% be made all deliverables completed and approved
  • All payment will be made through bank transfer under the name of the contracted consultant for the specific work. Bank account under different name will not be accepted.

 

CANDIDATE QUALIFICATION

 

For this specific work identified in this scope of work, the consultant candidate must have the following qualifications:

  • Holding minimum of bachelor’s degree (Master degree is preferable) in Development Studies, Public Policy, Economics, Statistics, Environment Studies, or others relevant field. 
  • Owned experiences and set skills in conducting both qualitative (most importantly) and quantitative research approach, including tools development, data collection, and data analysis and interpretation.
  • Understand the context of Climate Change and health
  • Experienced in research or assessment that involving children and/or youth groups.
  • Familiar and convenient engaging with multi stakeholders, including national government official, NGO or INGO, and other key organizations working on climate changes issues.
  • Good at facilitating, listening skills, interpersonal communication, coordination skills.
  • Skilled in report writing, subtracting, and summarizing data/information both in Bahasa Indonesia and Englsih.
