Program Overview
WRI Indonesia is a national entity (Yayasan) associated with the World Resources Institute (WRI), a global environmental research organization that turns big ideas into action at the nexus of environment, economic opportunity, and human well-being. WRI employs three approaches, namely: Count It, Change It, Scale It.
WRI works with various stakeholders in the natural resources sector to support policy and management that are both profitable and sustainable. WRI has worked with leaders in more than 50 countries for more than 30 years, with offices in the United States, Brazil, China, Europe, India, and Indonesia.
Launched in early 2014, WRI Indonesia builds on WRI’s 10-year history in the country focusing on forests and land use governance and strengthens our impact on the ground. In the short-to-medium term, WRI Indonesia aims to expand its presence and portfolio to include climate, energy, as well as cities and transportation programs.
The Global Plastic Action Partnership (GPAP) aims to tackle one of the most difficult and pressing challenges facing our global commons – plastics pollution – in particular the plastic pollution of rivers, deltas and the ocean. By engaging with governments, regional bodies, international organisations, and business, as well as innovators and civil society organisations, the GPAP seeks to avert the growth in global plastic pollution by 2025. To meet this goal, the first phase of the project (2018-2020) will provide “proof of concept” for the GPAP and its impact. It will do this through supporting by 2020 at least three major national/regional public-private action plans/collaborations with associated projects to tackle plastic pollution by 2025 in three hotspots around the world (Indonesia, Vietnam and Ghana).
GPAP, hosted at the World Economic Forum (WEF), is a neutral platform responsible for coordinating and facilitating the public-private partnerships and that the extended secretariat includes three regional coordinators, based locally, in Ghana, Indonesia and Vietnam. The Government of Indonesia has made significant step by committing to reduce plastics pollution to the ocean by 70% by 2025. GPAP is supporting Indonesia to reduce plastic pollution to the ocean through National Plastic Action Partnership (NPAP). The partnership brings together government, private sectors and civil society organizations to contribute in achieving national ocean plastic reduction target.
The secretariat of Indonesia’s National Plastic Action Partnership (NPAP), hosted at the World Resources Institute (WRI) Indonesia, is looking for a Gender Specialist to mainstream gender issues in NPAP partnership and the implementation of NPAP’s Action Roadmap, which will be launched in April 2020 as a step-by-step guide to achieve Indonesia’s national target to reduce plastic pollution by 70% by 2025. This position will report to the Senior Program Lead and coordinate closely with NPAP Policy Specialist, NPAP team at WRI Indonesia and GPAP team at the World Economic Forum.

| National Gender Advisor to develop an analysis to understand the gender equality issues in the existing plastics economy for Indonesia. Analysis should include gender issues related to production, consumption, management, and disposal of plastics.
Provide key stakeholders assessment and insight in supporting equal access in plastic economy
Discuss regulatory, market, and social preparedness in Indonesia for participation of women as labor for waste management Note: Indonesia analysis can be based on the structure of the global gender analysis report prepared by GPAP’s Global Gender Advisor.
The work will include but not limited to: · Develop a brief on the state of gender discussion in policy and in the society from literature review and interviews · Assess best available quantitave gender aggregated data on plastics and discuss the gap in data where appropriate, from literature review and interviews especially with plastic stakeholders and member of NPAP · Provide recommendation on ways to improve multistakeholder action map to cater gender issues

2 | Develop KPIs for annual monitoring of gender indicators
| The NPAP secretariat (WRI Indonesia) submits progress reports to the global GPAP secretariat (hosted at the World Economic Forum in Geneva) on a quarterly basis. Key performance indicators (KPIs) are currently developed to ensure progress is monitored (e.g. platform diversity, development and implementation of new policies, business innovation, investment flows, etc.). The NPAP KPIs will be directly linked to GPAP’s global KPIs.
The National Gender Advisor shall develop KPI and baseline data indicators on gender equality (platform targets and impact targets). The National Gender Advisor shall work with Indonesian partners and stakeholders to collect and evaluate this data for NPAP’s quarterly and annual reports.

Job Qualifications
· Legally able to work in Indonesia
· Strong analytical skill on situational analysis and/or gender analysis
· At least 3 years professional working experience on development sector, with experience on gender issues is a plus.
· Hold a master’s degree in social science, public policy, or other related major.
· Demonstrated ability in engagement with public and private sector
· Excellent English and Bahasa Indonesia both verbal and written
· Excellent oral and written communication skill
· Excellent facilitation skills
· Candidate must be self-motivated, detail-oriented, and organized thinker with an ability to juggle multiple priorities, handle assignments independently, and work under tight deadlines.
· High integrity, passion for sustainable development, and good sense of humor preferred.
· Advanced skills of Microsoft Office, Internet, and virtual meeting tools

This is a deliverable-based consultancy contract with terms of payment as follow:
