Background of the Project and Assignment

The Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Agriculture (PRISMA ) is a five-year program (2019 – 2023) funded by the Australian Government’s aid program and implemented in cooperation with the Government of Indonesia. The program will build upon the achievements and results of Phase 1 (2013-2018), using a market systems development (MSD) approach to support inclusive economic growth in Indonesia’s agriculture sector.

PRISMA will improve smallholder farmers’ competitiveness and access to new markets, better inputs, know-how, and technology. It will aim to achieve a sustainable 30% increase in the net incomes of a further 700,000 smallholder farming households in Indonesia by 2023 (including phase one 1 million farming households). The program operates in six provinces: East Java, West Nusa Tenggara (NTB), East Nusa Tenggara (NTT), Papua, West Papua, and Central Java. 

Purpose of The Position

The Head of Communications (HC) plays a critical role at PRISMA. Reporting to the Chief Executive Officer, the HC is responsible for implementing the program’s external strategic communications strategy. Working closely with the senior management team, the HC guides and shapes the program’s reputation and fosters good relationships with key stakeholders and partners.

Internally, the HC manages information flows between key managers and staff, driving the production and dissemination of relevant materials and tools. The HC also provides technical communications assistance and advice to the communications team, senior management, and sector teams to ensure that high standards are maintained at all times.

With the impact of COVID-19 on the agricultural sector, PRISMA is beginning a new chapter in its strategic direction, the HC will play a crucial role in setting the tone, di-rection and achievements of the program’s communications for the next three years of the program. 

Roles and Responsibilities

This position will be expected to:
  • Provide technical communications and external relations advice to the CEO, senior management team, and communications team.
  • Drive the implementation of the Communications Strategy, ensuring that products remain relevant and aligned with PRISMA’s overall strategy and direction. Develop appropriate guidelines and standard operating procedures to effectively deliver the Strategy.
  • Liaise with donors, partners, and other keys stakeholders to ensure the timely provision of materials, information and deliverables.
  • Plan, target, and foster high-level relationships with key decision-makers and influencers at DFAT, ensuring that they remain informed of PRISMA’s achievements and value contribution and relevance to DFAT’s and BAPPENAS priorities
  • Manage internal communications initiatives and channels in collaboration with Human Resources and other relevant internal departments.
  • Provide counsel, support, and leadership to the communications team, guiding them towards timely delivery and achievement of high-quality activities.
  • Demonstrate the ability to turn technical expertise into engaging material that is easily accessible and digestible to PRISMA’s key audiences and stakeholders.
  • Develop and implement tailored capacity building plans for the communications team as individuals and as a whole.
  • Ensure that all of PRISMA’s channels – internal and external – are maintained to a high-quality standard, adhering to DFAT and Palladium guidelines and best practices.
  • Set a standard of accountability and professionality for communications at PRISMA, ensuring that a culture of honesty, openness, and integrity are both encouraged and maintained.
Key Selection Criteria

Essential
  • Diploma or Bachelors’ degree in a relevant field.
  • 10 years of communications experience in progressively senior roles, ideally at a national level; international experience a plus
  • At least 4 years of experience managing a team of communications professionals and contractors
  • Master’s degree in communications, journalism, English or other relevant social sciences (i.e. politics, international relations, history, economics)
  • Demonstrated experience in developing and maintaining relationships with decision-makers and stakeholders at a high level
  • Proven experience implementing external communication strategies for large organisations
  • Experience managing internal communications initiatives and channels in collaboration with Human Resources and other relevant internal departments
  • Outstanding verbal and written communication skills in Bahasa Indonesia and English, as well as attention to detail and quality.
  • Ability to cope with several competing demands at once
  • Excellent interpersonal skills
  • Familiarity with international donor systems and requirements, DFAT in particular
